Dozens of newly-issued Finnish passports that were sent to the wrong recipients are still in the wrong hands, according to the National Police Board of Finland, which is in charge of passport issues.

On Monday, Yle reported about the surprise that Risto Laamanen received when he opened an envelope containing someone else's new passport.

Then, on Tuesday, it was revealed that Laamanen was not alone, and that up to 550 passports may have been affected.

Now, on Friday, the Police Board's chief inspector, Juhani Ruutu, said the situation has taken longer than expected to investigate.

Ruutu said that 136 of the 545 incorrectly-addressed passports were still in the possession of the people to whom they were sent.

"At the moment, at least 87 have been, or are being, returned," he said.

The chief inspector blamed the root cause of the problem on a mail sorting machine, saying that the malfunction was due to human error and that corrective measures have been taken in order to avoid a similar problem.
