A government official, Kari Reijula, who has overseen how partial smoking bans have been observed, is now proposing a total ban or that smoking cubicles be built in such public spaces.
The smoking cubicles would be under-pressurised to ensure that no smoke escapes outside. Patrons would not be allowed to take drinks into the cubicle.
Reijula says that current legislation does not work: for example, restaurant workers are still subjected to second-hand smoke.
In addition, restaurants, bars and their customers often fail to observe anti-smoking laws conscientiously.
The current law, which introduced partial restrictions on smoking, is difficult to oversee.
Restaurants strongly oppose a total ban, saying it would hit business.
Norway introduced a blanket ban on smoking in public places in June. Reijula says that smokers appear to have accepted the ban quite well.
Media reports suggest that around 40,000 Norwegians quit smoking after the ban was enforced.
