The alleged antitrust activities are related to the company's hydrogen peroxide business. Kemira is one of 18 European companies suspected of involvement.
The spokesperson for the Competition Commissioner, Neelie Kroes, would not reveal the names of the other firms involved in the investigation.
The European Commission has informed Kemira that it is suspected of violating competition laws between 1994 and 2001.
The Commission suspects that the cartel agreed on pricing, sales volumes and production capacity. The Commission has given the firms two months to respond to the charges.
Last year the EU accused several Finnish paper and metal companies of involvement in price-fixing.
