The OECD argues that many countries would be satisfied with a comparable level of service at the same cost.
However the issue of long waiting lines for treatment has also caught the attention of the OECD officials, who reviewed the Finnish system after a seven-year break.
John Martin, the OECD's Director for Employment, Labour and Social Affairs says it's important to consider that the health sector work force is aging. He adds that ways must be found to ensure that older health workers stay in practice for as long as possible.
The OECD is also concerned about the increasing cost of medication. It has recommended that Finland give up its restrictive licensing of pharmacies - an idea that the Health ministry has not welcomed. In spite of the OECD findings, citizens appear to be generally satisfied with the level of care that they are receiving.
