The group handed over its report to Minister of Justice Leena Luhtanen on Tuesday. One benefit of the plan is that movement can be tracked continuously throughout Finland. If the phone has a GPS satellite tracking device, a person's location can be determined within ten metres.
Surveillance with mobile phones is also inexpensive, and does not stigmatise a person in the way a tracking bracelet does.
The plan, which would cost about 50,000 euros annually for 100 prisoners, would go into effect next October. YLE24
