The Nuclear and Radiation Safety Authority declines to specify what measures it will require, but they are believed to include moves to protect reactors against terrorist attacks and cyber-attacks on computer networks.
The document has been secretly under preparation for about two years, and is to be issued next year. It covers Finland's four functioning reactors and three more that are under preparation.
