Bill to Eliminate “Unfit” Students from Certain Fields

The government is proposing legislation that would make it possible for institutions of higher education to deny students considered unfit for their intended professions the right to study for that profession. The bill comes in the wake of a furore that emerged after two nurses were convicted of homicides within a short time.

Under the bill, a student could be required to show a certificate of a passed drug test if there is reason to believe that he or she may have been under the influence of a psychoactive drug, or of endangering the health of him or herself, or of others.

The denial of the right to study would apply to studies for professions in which the safety of young people, patients, or customers, or in which traffic safety might be involved.

The right to study could be rescinded if a student proves to be unsuitable for the profession in connection with studies, or in practical training.

Students with convictions for sex crimes, homicides, or serious drug crimes would be denied the right to study for professions involving interaction with children.

The bill is scheduled to go before Parliament soon.
