FICORA: No evidence of fake mobile phone stations

The Finnish Communications Regulatory Authority FICORA says that an investigation started last month has turned up no evidence of any fake mobile phone stations in Finland that could be used to intercept phone calls and data traffic.

The head of FICORA's National Cyber Security Centre, Kirsti Karlamaa, says that the investigation carried out in cooperation with mobile service operators has not found evidence of surveillance devices masquerading as mobile phone stations.

According to the Finnish Security Intelligence Service SUPO, fake mobile phone stations have been used in intelligence gathering operations targeting Finland.

Karlamaa says that while identifying fake mobile stations is difficult, it is possible. However, monitoring for the operations of fake stations cannot be carried out continuously. Anomalies found during network scans can in some cases be from test repeater stations.

FICORA is now considering what further action may be taken to monitor mobile networks for unauthorized signals.
