Postal reform could limit urban mail delivery, Minister Berner promises five-day rural service

Postal deliveries to rural parts of Finland will continue as normal, five days a week, says Minister of Communications Anne Berner, among news that pending legislative reform may limit postal services to urban areas. Meanwhile the Finnish Communications Regulatory Authority slapped the national postal service Posti with a 100,000-euro fine for its recent inconsistent service.

Communications Minister Anne Berner told the news outlet Maaseudun tulevaisuus on Monday that mail delivery to rural addresses would continue five days a week in future.

The Ministry of Communications is in the process of reforming postal legislation in what it says is an effort to make postal services more flexible and better meet the needs of the changing environment. If the reform proposal is confirmed, it could permit a decrease in the frequency of mail deliveries in urban areas with early morning newspaper distribution services from five to three days a week.

The draft would also allow postal delivery to multi-occupant addresses to be transferred to a central delivery point, like external lockable letter boxes, in addition to the option of delivering mail to the mail slots in the doors of individual residences.

The proposed legislative reform was sent out for a stakeholder comment round on Monday.

Posti not delivering

Another related news item about Posti was released on Monday when the Finnish Communications Regulatory Authority, Ficora, announced that it has applied to fine Posti 100,000 euros for service lapses.

The regulator said that Posti had on numerous occasions violated the guidelines of the Postal Act - which compels the current universal service provider to deliver items of correspondence five working days per week, except on midweek public holidays.

According to the Ficora figures, Posti failed to fulfil its mail service obligations in roughly one out of every 100 deliveries during the period of June until September of this year.

Ficora said that Posti had been already been warned on two earlier occasions to improve their delivery record.
