What I think they mean is, to add up a column (栏?) of figures (numbers), you literally add down. In other words, to add up 5 + 4, you go down the column and get 9. To add up 4+3, you go down the column and get 7.

To add up is just the general phrase we use to add things. The "down" part refers to you going down the column.
