Flat out means completely as well but it used when people mean “without hesitation” or “clear cut”

That’s a flat out lie
They flat out left the country.

The % refers to the likelihood of a situation occuring so the subject cannot be the person.

A: it's very good👍 but when you say "absoolutely" try not to make it too long! maybe if you say that part faster it will sound perfect but otherwise I could totally understand what you meant
