(You use "matter" when you don't want to assume anything about a situation, because you don't have any information yet. You use "problem" when you know there's a problem that you are speaking of that you have some information about. They can sometimes be interchangeable, but there are times when one fits better than the other. It really depends on the situation and the other person.
