Thank you for your comments. The graph seems clear enough, so why does it need to be in SVG format? Also, what does “unused diagram of questionable notability” mean? Does it mean that a new diagram is not welcome? How do you justify “questionable notability”? Is unemployment unimportant? The diagram that is in the entry now does not show any unemployment at all. Is that realistic? No, it is misleading. So the new diagram corrects this misleading appearance.

Based on the constitution of Adjar ASSR in 1937, 1978, and the Regulations on the State Flag of the Adjar ASSR, the Adjar ASSR uses the flag of the Georgian SSR without any inscription. It was tagged as such by Marcus Cyron, who pointed out that it's rather unlikely that Marceloapm, who was born in 1994 according to their user page, created this photograph in 1963. The uploader has a history of uploading historical photos with false authorship claims. Info The notice regarding this ongoing deletion discussion was just blanked out by 88.80.56.84 (a Russian IP address editing in Spanish). They also replaced the {{cc-by-sa-4.0}} claim with {{cc-by-2.5-pe}} and changed the source from {{own}} to point to http://www.pcm.gob.pe/wp-content/uploads/2016/07/Historia_de_la_Presidencia_del_Consejo_de_Ministros_Tomo_II_pdf.pdf. That PDF does not mention any Creative Commons licenses. The actual terms on page 3 are completely non-free. Unused personal image. I just deleted all of the uploader's other images because they were in Category:Personal files for speedy deletion, but I declined the speedy on this one because it was previously kept at DR. I'm going to split the baby on this one and hope no one yells at me. Kept the original nominated image and deleted the one added later. I generally have a wider view of scope than some other people and that's fine. My personal view on the matter is that if it could be useful, anywhere, then it would be fine to leave it visible. I also give some matter of deference to other individuals who comment on scope related DRs if they can present a plausible rationale for why the image should be left visible. In my mind, Alexis Jazz has done that for the original image in question. I can also see how that image could possibly be useful as a visual representation of a specific group of people and additional categories could be useful to ensure that the image could be found if that is what people are looking for. As for File:Agnihotri Kuldeep.jpg I do not see how that could possibly be useful as it is clearly a personal photograph and has no additional use that I could see. Copyright Violation? The source of the file shows that the pic was published in a book by Vivan Sundaram, maternal grandson of the author of the pic — photographer Umrao Singh Sher-Gil.
English equivalent of the source named in the file: Amrita Sher-Gil: An Indian Artist Family of the Twentieth Century
There are other sources, that complain that the file is from a publication about photographs of Umrao Singh Sher-Gil named His Misery and His Manuscript and explanations too that the photographer was Umrao Singh Sher-Gil [5]. So the author of the file is fixed.
If the photographer is known the Licensing „The Indian Copyright Act, 1957 (Chapter V Section 25) for Anonymous works“ is not possible and I really ask myself, if the copyright belongs to the heirs, especially Vivan Sunderam, who published the pic. ....HMS (talk) 23:41, 27 October 2018 (UTC)
If the photographer is known the Licensing „The Indian Copyright Act, 1957 (Chapter V Section 25)“ transferred works 60 years after the death of the author regardless of the heirs into the public domain in India, I noticed yet. But the description of the file is wrong. Two dates, two sources (both are obviously not the right ones - the uploaded file is from His Misery and His Manuscript and not from Amrita Sher-Gil: An Indian Artist Family of the Twentieth Century and at last two authors?
