"To be caught in a sandstorm was a terrible experience, there was nothing I could do.". These tenses make sense to me, "to be caught in a sandstorm" acts as a subject, and then "there was nothing I could do" is another way of saying "I couldn't do anything", which is just simple past tense, I think. [English speakers don't usually understand grammar rules very well!!]
