resolves PR to remove flakybot configuration. this check is getting deprecated but there isn't a straightforward replacement

For improved maintainability and readability, please keep this list of ignored files sorted alphabetically. This makes it easier to manage as more files are added in the future.

In this case, .github/auto-approve.yml should come before .github/auto-label.yaml.
