This PR is part of the work required by #1806 and is a follow-up from PR #1849.
It replaces the
/api/v2/sponsors/logo-placement/endpoint backend to read the sponsor information from the database instead of CSV file with pypi sponsors. This PR should be merged and released after all backwards sponsorships are present and configured in our database.
