Github actions provide a lot of flexibility in terms of CI, we could possible move to Actions instead of travis

@kvesteri I think you still need to enable GitHub Actions in the "settings" tab for this repo. Then we can delete .travis.yml and change the badge reference in README.rst to use the GitHub Actions badge instead.
