There must've been a deleted scene or something because up to the point when the cops bust in and shoot Simon they had no way of knowing Sherry was anything more than a hostage. They just bust in and immediately handcuff her no questions asked.
I imagine there was some small scene where they learn she's affiliated with Simon that was cut from the movie
