What if The Wizard of Oz was directed by David Lynch, but Laura Palmer is Glinda, Laura Dern's mother is Elphaba and everyone smoked cigarettes.
This is way more inconsistent that most of Lynch's work and while there are amazing crazy scenes - and Nic Cage is doing his peak Cage - there are a lot of boring parts in between.
