  If Pavel Durov is spotted fighting crime in a bat costume tomorrow, I think people will be able to figure his identity out pretty quickly, especially if his bat costume doesn't cover half of his face. So it makes sense that the same people who can't figure out that Bruce Wayne is obviously Batman also take half the movie to realize what "a rat with wings" is supposed to mean.
