There's something unfunny about Chaplin films in general. They're too sentimental to be funny. Watching a slapstick form of Nazis harassing jews in the ghetto is very awkward, but the sentimentality is present, so anything resembling humour is beside the point. There's a number of quite poor slapstick scenes that would have been weak and obvious even in the silent era, let alone 1940, and which are painful in 2025.
