This is actually better than people say. The tone is definitely weird (it's surprisingly dark and significantly more outlandish than the other two) and it doesn't feature that same level of emotions/morals/existentialism that Pixar is generally known for, but it's a very fun ride and a legitimately interesting spy narrative. The dialogue is hilarious and it might actually be the only Cars movie that actually requires the characters to be cars for the plot to make sense.
