It's a very cool premise with decent production, and it does provide cool food for thought, but unfortunately, it feels like a first draft of a film. Most of the ideas/themes aren't explored deeply, the characters don't get much to do, and the film can be extraordinarily slow. It feels like an overextended episode of the Twilight Zone.
