Mostly just worldbuilding and introducing characters, not much plot.
It certainly explains the central characters in great detail. Too much, in fact?
Their goals are mostly explained, and often their motivation. Macavity, for example, (started typing this then realized I don’t know Macavity’s goals or motivation)
He does always have an alibi. When a crime’s discovered, Macavity’s not there. His motivation is to not get caught?
