  While Frances Mcdormand is terrific and the dialogue is brilliant in places, this movie feels wildly uneven. 

  Are we supposed to feel bad for the cop who created a culture of racism? Sam Rockwell’s character never feels the consequences of his actions, and feels somewhat redeemed at the end of the film.
