Funny working-class slob intellectually out-manoeuvres his social superiors in brilliantly directed prole power-fantasy.
I don't know how they kept "slovenly man catch bad guy" interesting for 30 years, but good god did they. Peter Falk is a charming, idiosyncratic gem, who can just as easily solve a crime as he can gripe to his favourite waitress that they've changed their chili (con carne) recipe.
