In monster movies, there is always a clear divide between the monster(s) and the human(s). Zombies are the undead, they used to be people, but are something else. A creature driven by its instinctual need for flesh, a creature animalistic in nature. So in a sense, you can’t blame the zombies.

I have never been so consciously aware of the fact that I was watching actors reading the script. Truly an accomplishment to make a movie with such an interesting premise (staircases in forest r/nosleep) and make it so uninteresting.
