The war profiteering louts of one era (who can't get off unless the bombs are falling!) are the elder statesmen of the next, at least if they grab the film cameras first. The third act goes through some strained plot contortions to explicitly include the Bosnian War but the film would be just as effective without it - Blacky's assault on the propaganda film set itself seems pretty direct as an analog for the fall of Communism, and it's not to hard to draw a line between his son's death in the shuffle and the ensuing post-USSR Yugoslavia fallout.
