More people have probably heard jokes about this film than know it actually exists.
Conceptually this is a great idea: the Nuclear Regulatory Commission are dumping toxic waste under Manhattan whilst it was still the rotten core of the Big Rotten Apple and it does things to the unfortunate people living in the tunnels. There's not a lot to it in execution however, even the design of the titular cannibalistic humanoid underground dwellers leaves something to be desired.
