This film wants to be a smart drama about federal mandatory minimum sentencing laws.
It also wants to be a dark action movie starring The Rock.
But it spends so much time on the former (all while saying far less than one could read about in any 5 minute think piece on the internet) that it forgets to be much of an action movie. But if you’re not gonna be much of an action movie…why does this star The Rock?
Great supporting cast though. They took a swing. They got the ingredients. But never found the right mix.
