It’s the weaker of the two sequels, with some boring philosophical repeats (this movie is weakest when it tries to treat choice and fate), less-interesting stakes in action sequences, and a lack of clarity in character development.
But it’s still an incredible piece of work, taking its place as the greatest script doctoring exercise for insufferable people:

What I can say is, it earns its place as a worthwhile entry in a poorly saturated sub-genre of Holocaust films.
It pushed beyond tired banality of evil tropes and produced something more architectural and intertextual. I'm not familiar with Glazer's ouevre, but the shots' focus on the built environment as the real protagonist in lieu of any focus on facial expressions and characters was successfully unsettling.
