The Castle of Sand 1974
It didn't seem to know if it wanted to be a procedural drama, or melodramatic PSA. Whether the perpetrator is heinous or pitiful. My main complaint is how the inciting incident of the whole thing is how an old man was able to recognize a kid he knew a few weeks from a picture taken 20 years later with no context.
