Religion and the Realist Tradition of IR in a constructed world 1 Vendulka Kubálková, Mika Luoma-... more Religion and the Realist Tradition of IR in a constructed world 1 Vendulka Kubálková, Mika Luoma-aho Do we understand the realist tradition and its connection to religion differently depending on where we as scholars hail from? Does the path indicated by the subtitle of this volume really lead from "political theology to international relations theory", and does it lead in that direction necessarily and everywhere? We answer the first question in the affirmative and the second in the negative. In the first part of this chapter we say yes, the mainstream of the colossus which is the academic establishment of International Relations in the United States (henceforth "US/IR") has its own specific answers and views concerning the subject of IR. And it is the question posed in this volume which brings into sharp relief the unique features of US/IR and its conversion en masse to social science. The second part of this chapter argues that US/IR, at least in its mainstream articulations, does not follow the path from "political theology to international relations theory". We argue that US/IR moves from political theology to a different form of political theology-if not a peculiar kind of secular religion. We highlight some lesser known statements by Hans J. Morgenthau that are totally set aside by the US/IR mainstream and yet are highly relevant to the troubled world today. These statements reveal the Judeo-Christian influences characteristic of the Anglo-American IR discipline before the scientific turn of US/IR. In the conclusion we talk about what it would take for US/IR to go through a similar "reformation" as Christianity did in the 16th century.

Establishing national needs and the policies that flow from them as not only contingent or expedi... more Establishing national needs and the policies that flow from them as not only contingent or expedient, but also 'right' and 'due' is meant to lend them a special and pervasive force, and practitioners of world affairs are prone to invest even their most commonplace behaviour with a sense of moral sanctity. This collection of essays explores in general terms the nature of the moral claims common in global politics and the phenomenon of partisan cosmopolitanism in particular. Detailed discussions are presented of the attempts to rescue a single body of human ideals from the multitude of systems that presently prevail, of the group, rather than universal basis of human morality, of the perennial tension between 'realism' and 'idealism', of human rights, justice and evil in the politics of the Powers. The racial conflict in Southern Africa and the moral precepts that inform the foreign policies of China and the Soviet Union are also surveyed. Here moral claims are considered in situ, as they emerge from specific political situations and are coloured by specific ideological perspectives. Although moral discourse is an integral part of any political enterprise, the question of 'morality' in international affairs is a curiously neglected one. This book seeks explicitly to Moral Claims in World Politics cite the lack of a felt obligation on the part of rich countries to redis tribute wealth and to meet the needs of the global poor.35 What, however, of those paradigms that do not affirm the 'finality' of the state, but describe global structures that run across them? What, for instance, of the neo-Marxist notion of 'class'?36 Rather than states competing for 'power', contemporary theories of imperialism, for example, describe the world in terms of its modes of production, distribution and exchange, and the social continuities these predispose. 'States' are seen as the conduits of rather deeper currents at work among human beings, and in particular, as the products of contem porary 'capitalism' and the way this distinctive creature of the 'indus trial revolution' has been manifest in world affairs. Though the doctrines differ in many essential ways, it is generally argued that one effect of European expansion over 300 years was to secure the exploitative persistence of merchant capitalism in the colonised areas, at the expense of the development of autonomous industries and self-sufficient agricultures. Even after such domains were granted their formal inde pendence, the liaison elites that manned the alluvial political machines were more committed in their own interests to advancing diverse metropolitan connections than the life chances of their mass clientele. European states themselves bear many marks of the historic need for large protected domestic markets and for political cooperation between a residual nobility and a dynamic bourgeoisie. It is scarcely surprising, then, that 'new' states should so profoundly reflect the growing divide between rich and poor, a divide that has grown more significant in this century when the costs of a process of globalisation carried on by Western manufacturers, bankers, traders and armies have been more clear. Global inequalities have been erected into global socioeconomic structures which are now skewed in fundamental ways. Whatever one decides about the ultimate benefits to Western Europe of the inflow of capital from plunder, tribute or unequal exchange, European expansion obviously wreaked havoc upon the cultural infrastructures of the societies they contacted or co-opted.37 The advent o f 'classes' on a world scale has worked to the relative advantage of industrialised 'states', with particular transnationalising consequences for those created later. In each 'state' case intermediary enclave elites share a world community (a community in extent though not in the mass; in breadth rather than depth) with the populations of the dynamic centres-common values, agreed rules of concourse, a globally integrated 'bourgeoisie'. On 25 March 2022, we emailed the good news that the Governing Council of ISA had approved our petition to create GIR Section. We sent the information to all 536 supporters from 54 countries who signed the Petition. It took a long time and many years of trying, planning, thinking, publishing papers, articles, books to get to this stage. Amitav Acharya's 2014 ISA Presidential Address calling for the creation of Global IR was officially declared as the most read article in ISQ! At last it has now happened. But building a new section from the ground up is not an easy task. We want to thank all of you who responded to our announcement of GIRS approval and offered to help. We need you to reaffirm your support by joining the GIR Section at https://www.isanet.org/Membership/Your-Membership (see also p.8 below). Our own special platform globalinternationalrelations.com is still under construction. But membership of the Section is essential at this stage: it determines the number of panels and roundtables we will be allotted for conventions, and it determines our future budget. In this first Newsletter, we show that the Section is indeed up and running. The Newsletter contains calls for papers for the 2023 Convention in Montreal, for nominations for a couple of awards (others we will add next year). It introduces the Section's leadership constituted according to our Charter approved by the ISA. Since some of you asked us to reiterate the Section's goals, we reprint at the end excerpts from the statement presented on our behalf by Thomas Biersteker. In the vote that followed 84% of the voting members of the Governing Council approved the creation of the Section!
