Charles David Crumpton, PhD, received his doctoral degree in public administration and public policy from Portland State University and his master of public administration degree from the University of Georgia. Dr. Crumpton has experienced a varied public administration and public policy and program analysis career. For eighteen years he served as professional city manager, holding senior local government management positions in South Carolina, Missouri, Kansas, Oregon, Maryland and New Hampshire. As a senior policy and program analysis consultant and researcher he has had a national practice that has included the states of Oregon, California, Michigan, Minnesota, Indiana and Maryland as clients. He also served as the first director of research for Maryland’s Judiciary. Dr. Crumpton’s research has included adult and juvenile justice, child health and welfare, school attendance problems, electronic innovation in justice systems and evaluation of substance abuse, mental health interventions in justice systems, comparative public administration, comparative public policy, and social policy implementation. He currently serves as a Senior Research Associate with the University of Maryland-College Park's Institute for Governmental Service and Research (IGSR). In addition to supporting IGSR projects in the United States, Dr. Crumpton directs the Institute's activities in Brazil. Based in Brasília, he works with the Federal University of Goiás (UFG) and the University of Brasília (UnB) as a Collaborating Researcher. At UFG he assisted the University in the development of a Center for Public Sector Studies and Applied Research (CEPASP), where he continues to consult. He is also a lecturer at Brazil's National School of Public Administration. In 2015 he received a Fulbright Specialist Grant to support his Brazilian work. Dr. Crumpton has lectured at prominent universities throughout Brazil, published in Brazilian journals, and presented his work at national and international seminars and conferences. Dr. Crumpton has continued his international work through a relationship with the College of Local Administration (COLA) at Khon Kaen University in Thailand. In May 2017, as a visiting scholar, he presented a doctoral seminar on public service management. August - October 2017 he returned to COLA as a Fulbright Specialist. This work focused on new initiatives in "sustainable governance." With his colleagues at COLA, Dr. Crumpton has researched and published on Thai student movements, decentralisation in Thailand, and decentralisation in Indonesia. Since 2018, Dr. Crumpton's focus in Southeast Asia has been on governance-building in Myanmar. This has included consultation work with ActionAid-Myanmar, The Asia Foundation, DanChurchAid (DCA), United States Institute of Peace, and Canada's International Development Research Centre (IDRC). In 2021 as a Fulbright Scholar at Chiang Mai's University's School of Public Policy, he directed a seminar on the future of governance in a post-military regime seminar. In 2022, in collaboration with Myanmar scholars and researchers in Chiang Mai, Dr. Crumpton founded the Myanmar Advocacy Research Group (MARG). MARG has performed research and conducted research on the state of local governance in Myanmar continuing state of conflict across the country. In 2024 it hosted a workshop in Chiang Mai on emerging forms of local governance in Myanmar. As a visiting fellow at the Australian National University that year Dr. Crumpton hosted a workshop on the state of the international assistance to Myanmar. Reports produced by MARG appear on the Academia website. Dr. Crumpton's SE Asian work is also supported by his affiliation with the Southeast Asia Research Initiative (SEARI) at the University of Canterbury in Christchurch, New Zealand.
