Industrie 4.0 lies at the core of Germany's efforts to sustain its global leadership in innovatio... more Industrie 4.0 lies at the core of Germany's efforts to sustain its global leadership in innovation and manufacturing. While many countries seek to emulate Germany's approach to I4.0, few possess a comparable foundation of accumulated technological and manufacturing capabilities. Followers, peers and potential competitors need to objectively appraise the efforts Germany has made and its sheer commitment of resources over the last few years to become both a leading supplier and the most important market for I4.0-related technologies, products and services. This paper discusses the policy processes, actors involved-as well as their roles and interactions over time-and the type of instruments Germany has implemented in its quest for I4.0. The evidence, albeit sparse, suggests that Germany's I4.0 strategy can best be described as policy experimentation and as a learning process integrating a complex mix of innovation, industrial, research and other related policies. The German experience underscores the relevance yet again of multi-stakeholder coordination and collaboration as the foundation for the design and implementation of coevolving innovation and industrial policies.
In the second part of this special issue on neoliberalism, pedagogy and curriculum, I explore the... more In the second part of this special issue on neoliberalism, pedagogy and curriculum, I explore the contributions of each author to confronting neo-liberal reforms of education, notably the spectre of neo-liberalism haunting aspects of pedagogy, teaching and curriculum. Exemplary of the scholarly work produced by many critical educators, the contributing authors share an understanding of the oppressive function of educational apparatuses and their complicity with the reproduction of dominant epistemes of knowledge/power. In this case, neo-liberalism is defined as a canonical narrative through which existing education relations, practices and discourses are structured and mediated. Against this neo-liberal imaginary, the authors argue in favour of models of knowing, learning and teaching that work to sustain practices of critical inquiry and self-discovery among learners as active, reflexive and engaged subjects. The result is a timely collection of papers critiquing the nuances pertaining to the global transmission of neo-liberal education and a much-needed reinvigoration of the Freirean demand for a liberating and critical pedagogy.

This paper investigates the influence of human resource management practices on the likelihood th... more This paper investigates the influence of human resource management practices on the likelihood that a firm performs in-house R&D. R&D is broadly interpreted as learning-a mechanism promoting absorptive capacity and supporting technology capability-building. Firms can choose between two learning strategies: they can exploit existing knowledge, or perform more complex explorations and acquire new knowledge. Different knowledge requirements associate with distinct R&D outcomes with varying degrees of novelty for the firm. Findings are supported with evidence from the pharmaceutical industry in Mexico. The analysis reveals positive linkages between human resource management practices and learning at firm level. The relationship is contingent on factors such as expected R&D outcomes, or the novelty of the knowledge required by the firm. The provision of training revealed the more consistent, positive influence on the likelihood that pharmaceuticals firms perform R&D in Mexico.

Based on survey data about firms in Mexico this paper investigates the determinants of innovation... more Based on survey data about firms in Mexico this paper investigates the determinants of innovation, and the linkages between innovation and productivity in the services sector. We applied a three-stage Crépon-Duguet-Mairesse (CDM) econometric model; the use of manufacturing firms as benchmark helped to better appreciate our findings. The paper identified that a series of structural, performance, and behavioral factors increase a firm's propensity to invest in innovation, but some differences arise between services and manufacturing firms. Intensive investment in innovation leads to superior innovation performance, while innovation output has a positive impact on labor productivity.

Because most available studies focus on manufacturing firms, very little is known about firms in the service sector. The gap is even more noticeable in the case of service firms in developing countries. Based on data from the latest available Mexican innovation survey, we explore the determinants of-including the barriers to-technological innovation and the impact of innovation on service firms' productivity in Mexico. Results from a three-stage econometric model indicate that firms' structural and behavioral factors, such as size, openness strategy, use of public funds, and exporting behavior, increase the propensity to invest in innovation. More specifically, the goal is to appraise the methodological approaches adopted in those studies so as to shed some light on as many as possible of the issues one may need to take into account in when investigating about the links between complementary human resource management and development practices and innovation performance in Mexico.

Driven partly by cost considerations but also by some host country-specific scientific and technological factors, global drug companies increasingly relocate part of their drug development activities to those countries. In particular, expansion of clinical trials performed in some of the more advanced developing countries is notable over the last years. This paper critically addresses some of these issues with particular reference to Mexico. The latter case equally illustrates some challenges developing countries face to accommodate and govern local performance of clinical trials according to strict internationally accepted regulatory and ethical principles.

Research on the relationship between human research management and development practices and inno... more Research on the relationship between human research management and development practices and innovation performance from the perspective of systems of innovation remains scattered. This is notably so in the case of developing countries. As a contribution towards bridging such gap, and based on an extensive survey of relevant economics, innovation and management literature, the paper proposes an analytical framework underpinning a preliminary model linking HRM and HRD interventions to innovation performance. In particular, the paper uses as an example some exploratory evidence in the case of Mexico. Key features of the framework include consideration of complementarities and, in a way, the systemic effects associated with HRM and development practices. This paper contributes to literature on the emergence of innovation studies as a scientific field... more This paper contributes to literature on the emergence of innovation studies as a scientific field. This area of research documents the mechanisms, interactions and meeting spaces that innovation scholars have developed to give substance and legitimacy to their work. What role is there for the training of young scholars in the development of this scientific field? Based on a web survey of UNU-MERIT's PhD alumni, we explore the ways in which doctoral training at a major research institute has contributed to the formation of young scholars in the broad field of innovation studies. In line with literature on the creation of science and technology human capital, we find that doctoral training grants PhD holders the technical knowledge and skills, together with the relational skills that sustain their membership and scholarly contributions to innovation studies. ABSTRACT This paper presents an analysis of the determinants of innovation activities, and its ef... more ABSTRACT This paper presents an analysis of the determinants of innovation activities, and its effect on output and productivity across manufacturing and services firms in Mexico. We build on the theoretical framework of synthesis approach and contribute to identify the main differences of innovation intensity and its effects across four sectoral groups with different learning modes. Based on data from the 2010 Mexican innovation survey, our results show important differences across sectors and indicate that more dynamic services firms have similar innovation patterns to those in manufacturing. In terms of policy implications, this study highlights the importance of promoting innovation as the basis for improved productivity of firms in Mexico differentiating by sectors. More specifically, policy interventions need to enhance both the number of firms that perform innovation, and the intensity of those innovation activities.
