President Jokowi has introduced Indonesia Global Maritime Axis (GMA) Policy in 2016 to enhance maritime security. As an archipelago's Country, Indonesia need to have a very strong policy to protect its territory. This paper will attempt to explain the mechanisms taken by Indonesia to protect its national interests and maritime sovereignty using GMA policy from 2016-2018. It has three objectives: namely 1) to describe the Global Maritime Axis (GMA) Policy; 2) to discuss the Challenges of GMA Policy in Maritime Security; and 3) to discuss the Major Power responses towards GMA Policy. This study will use secondary data. Secondary data was collected from literature reviews based on scientific publications, theses, journal articles, and online material, such as newspaper articles. Primary data was also obtained from professional respondents from abroad through electronic media such as email. The findings of this study show that, 1) GMA Policy indirectly has raised Indonesia's economy, 2) GMA Policy has maintain Indonesia's maritime sovereignty as well as control over the sea resources, while also ensuring safety in maritime security and 3) Indonesia has comprehensive cooperation with regional countries in order to gain earn the trust and continued with ambition as a maritime country.

Good management of international relations has been a major concern of Indonesia's foreign policy since the country's independence. The character of the nation and state leaders is often the determining factor that causes relations between countries in a situation full of uncertainty. Indonesia is an archipelago country in the South East Asian with three main straits in the Sea Lines of Communications (SLOCs). Global Maritime Axis Policy (GMA) has being introduced plus naval modernization to enhance Indonesia Maritime security. This article has three objectives namely 1) GMA policy’s impact towards National Maritime Security, 2) GMA policy’s impact towards Indo-Pacific Region and 3) GMA policy’s impact towards Indonesian Naval Forces Organisation. This article using secondary data. The findings of this article are 1) Indonesia successfully decreasing the maritime crime in its water,2) TNI-AL has increasing its security relations with other countries in ASEAN and 3) Indonesia has modernisenaval power so that it has increasing its maritime security in waterways.

Indonesia is undergoing transition and soon, a new president will be inaugurated. The new president brings promises of new foreign and defence policy for Indonesia, building upon Indonesia’s prior principles and putting renewed consideration on Indonesia’s geopolitical position in the Indo-Pacific. This paper examines the “maritime axis”, the concept coined by President Joko Widodo and the possible changes in Indonesian foreign and defence policy required as to achieve the maritime axis. In foreign policy, Indonesia is expected to contribute more to the Indian Ocean Rim Association while maintaining its ASEAN centrality. In defence, there is a significant change in Indonesia’s defence outlook from land-based to maritime-based. Also, Indonesia looks towards India as a security partner in securing the Indian Ocean.

As the largest archipelago, Indonesia should be able to utilize its potential to create prosperity for its people. In fact, the maritime sector has not been fully utilized by Indonesia. Indonesia must prioritize the goal of becoming a maritime country to restore maritime glory. This is in line with Indonesian President Joko Widodo's goal to make Indonesia the world's maritime axis. As one of the consent maritime on earth, Indonesia has no maritime strategy. Maritime strategy is important not only to protect state’s maritime pathway, but also as part of a national strategy. This article is designed to provide an understanding way for the Indonesian readers to urgently prepare and design a maritime strategy. It is argued that a maritime strategy for Indonesia is needed because of the changing landscape of the international threat such maritime security nontraditional issues. This paper discusses the President Jokowi global maritime axis and the Indonesian foreign policy. This policy optimistically to strengthen Indonesia’s maritime capability and also to reviving the country as maritime super power as in the early history. Thus, this article attempt to understand Jokowi maritime policy from foreign policy perspective. Basically, foreign policy is determined by two factors namely international and domestic. Since President Joko Widodo took office in 2014, he has placed maritime governance at the top of his agenda, as evidenced by the introduction of his vision on Indonesia as a ‘global maritime fulcrum’. This article discusses how his administration has been working towards such a goal. First, it provides an overview of Indonesian laws related to maritime governance. Second, it looks at the institutions responsible for administering, enforcing, and/or applying those laws and how they have been performing their functions. Third, it explores how those institutions cooperate with external parties in four areas of Indonesia’s major interest at present: maritime security; safety of navigation; protection of the marine environment; and illegal, unreported, and unregulated fishing. Lastly, this article also discusses the challenges faced by the State in governing its maritime affairs and offers suggestions for a better maritime governance.
