This paper responds to Alva Noë's general critique of Radical Enactivism. In particular, it responds to his claim that Radical Enactivism denies experience, presence and the world. We clarify Radical Enactivism's actual arguments and positive commitments in this regard. Finally, we assess how Radical Enactvism stands up in comparison with Noë's own version of Sensorimotor Knowledge Enactivism.
Vano aval de UVG al etanol obligado en Guatemala, 2024
El PROYECTO PILOTO MOVILIDAD VERDE 2020 sirvió de base para promulgar el REGLAMENTO GENERAL DE LA LEY DE ALCOHOL CARBURANTE ACUERDO GUBERNATIVO NÚMERO 159-2023. No participaron importadores de hidrocarburos ni expendedores de gasolina. El plan piloto no presenta una hipótesis con sus respectivas variables. Con una micro muestra de 34 vehículos y pruebas que duraron apenas 10 semanas llegaron a conclusiones para apoyar el uso del etanol obligatorio y tomar decisiones de gran impacto para el país. La muestra no cumple con los requisitos de una investigación de mercados, no digamos de un proyecto nacional. Las discusiones sobre el uso de etanol llevan más de treinta años. Hay información de millones de automóvil y de miles de millones de kilómetros recorridos. Esta información se puede conseguir sin costo en instituciones de prestigio y sólida experiencia. Pretender desvirtuar abundante información con una insignificante muestra en unos pocos días es falta de profesionalismo. El reporte está plagado de información inventada, mentiras, falacias e importantes omisiones. El enfoque principal del proyecto es el cumplimiento de compromisos internacionales para las emisiones de CO2, asociado a la producción de gases de efecto invernadero. No se toma en cuenta que Guatemala es víctima y no causante del cambio climático. Las emisiones de contaminantes tóxicos para las salud humana están subordinadas a las emisiones de CO2. La salud de los guatemaltecos queda relegada en este plan. El uso de etanol causa daño en los motores por corrosión y acumulación de depósitos. Afecta los polímeros del sistema de combustible, provocando fugas. Esto es crítico en la flota de vehículos anteriores al año 2001, que representan el 20% de parque automotriz en Guatemala. Usar etanol sin controles de calidad puede causar muchos problemas en la cadena de distribución y especialmente en la flota automotriz, no importando el año de fabricación del vehículo. Tendrán problemas de corrosión y formación de depósitos. Con dos terceras partes de estaciones de servicio informales en el país, estos inconvenientes parecen inevitables. En el informe del proyecto piloto se afirma que “Se considera poco probable la expansión del cultivo y el riesgo de posibles nuevas deforestaciones en el futuro…”. Esto es absurdo. Sin el etanol obligatorio, la superficie cultivada con caña de azúcar en Guatemala se duplicó entre 1990 y 2016. Si se pasa de una mezcla de gasolina con 10% de etanol (E10) a una segunda etapa con 10% (E15) aumentaría 50% el área cultivada con azúcar. El etanol necesario para suministrar a un parque vehicular en crecimiento pondrá más presión sobre los bosques. La expansión de cultivos ya comenzó. El valle del Polochic, una tierra aislada, ha sufrido un proceso de transformación de sus sembrados, cada vez más orientados hacia la producción y la exportación de agrocombustibles. Los pobladores alquilaron fincas durante años, donde producían maíz y frijol para autoconsumo. Entraron en conflicto con empresas productores de azúcar y palma africana que se exportan para ser transformados en biocombustibles y no dejan de extenderse. 800 familias han sido desalojadas. El grado de conflictividad aumenta cada vez más. El 50% del agua de riego en Guatemala es consumido por latifundios de caña de azúcar, mientras el 55% de la población rural carece de acceso a agua potable. Las pruebas de campo fueron realizadas por la Universidad del Valle de Guatemala (UVG). Afirman que, “De hecho, el etanol de caña es catalogado como un combustible renovable avanzado, ya que se ha comprobado que reduce al menos el 70 % de las emisiones de gases de efecto invernadero en comparación con la gasolina en todo su ciclo de vida (MEM, 2020).” Pág.6. Esta es la mentira más grande del informe. La parte que dice “…en todo su ciclo de vida…” se refiere a la inclusión de la huella de carbono. Si se toma en cuenta la deforestación de bosques, la huella de carbono del etanol es casi 20 veces mayor que la de los combustibles fósiles. Por el otro lado, el 25 % de las emisiones globales se deben a la tala y quema de bosques en todo el mundo. Si añadimos que los bosques son fuente de agua y albergan la mayor parte de la biodiversidad mundial y nos surten de alimentos y medicinas, la discusión terminó. El informe revela reducción de emisiones en todos los contaminantes. Esto es imposible técnicamente hablando. Si disminuyeron las emisiones de CO2 se espera que el resto de contaminantes suban, ya que éste es un indicador de la eficiencia de la combustión. Al usar etanol aumentan los óxidos de nitrógeno (NOx). Éstos se forman a altas temperaturas de combustión, condiciones que la mayor cantidad de oxígeno favorece contenida en el etanol. El reporte de UVG no diferencia los gases venenosos de las emisiones de CO2 de efecto invernadero. Una grave omisión es que el estudio de la UVG no tomó en cuenta otros contaminantes muy tóxicos que produce el uso de etanol en motores de combustión interna, tales como aldehídos, acetaldehídos, formaldehídos y ozono. Por este último, el uso de etanol fue prohibido en las zonas metropolitanas de México. Cualquier comparación de precios entre etanol y gasolina en Guatemala debe tomarse en cuenta la exoneración de impuestos y el aumento de consumo de combustible. El etanol debe venderse en Guatemala en libre competencia con la gasolina, como sucede en Estados Unidos, México y otros países. El consumidor debe tener la oportunidad de escoger qué combustible ponerle a su vehículo en base a precio, consumo y costos de mantenimiento. Lejos eso, caímos en una ley y su reglamento de aplicación nacional que contiene la obligatoriedad de compra de alcohol carburante o etanol a productores nacionales en porcentajes fijados anualmente por el Ministerio con libertad de precios y exoneración de impuestos a los productores. Este es un privilegio que se concede a los productores de etanol, agremiados en la Asociación de Combustibles Renovables de Guatemala (ACR), que deviene en un monopolio sin protección alguna para el consumidor. En el Artículo 43 de la Constitución Política de la República de Guatemala se reconoce la libertad de industria y comercio. En el Artículo 130 dice as se prohíben los monopolios y privilegios.
