FOI, Swedish Defence Research Agency, is a mainly assignment-funded agency under the Ministry of Defence. The core activities are research, method and technology development, as well as studies conducted in the interests of Swedish defence and the safety and security of society. The organisation employs approximately 1000 personnel of whom about 800 are scientists. This makes FOI Sweden's largest research institute. FOI gives its customers access to leading-edge expertise in a large number of fi elds such as security policy studies, defence and security related analyses, the assessment of various types of threat, systems for control and management of crises, protection against and management of hazardous substances, IT security and the potential offered by new sensors.
Offsets have taken centre stage in defence trade. To date, more than 78 countries around the world practice offsets and outstanding offsets obligations run into billions of US dollars However, why have offsets gained such a momentum? Increasingly, both sellers and buyers in the arms trade view offsets as an efficient and effective economic compensation tool to justify arms deals. Buyers, consider offsets as a catalyst for industrial and technological development, employment, creation of value-added activities and skills development. Sellers, on the other hand, perceive offsets as providing product differentiation and competitive advantage in an already tough defence market. The question, though is whether, do offsets really work as claimed? The purpose of this dissertation is to empirically verify the above proposition by evaluating the effectiveness of defence offsets in developing a defence industrial and technological base, using Malaysia's defence industry as a case study.

There has been an exponential increase in the number of countries that have adopted offset policies as a means to develop a capable, ready and cost-effective aerospace industry. Offset transactions generates billions of dollars annually, prompting aerospace companies to increase their compliance systems and economic models (Jurgen and Paul, 2004). This purchasing and sales arrangement is used by numerous governments around the world to negotiate high-tech public procurement contracts and has also been adopted by most private organizations. This research noted that for private businesses, offsets are instrumental in establishing global development capabilities and access to emerging markets. For buyers, especially in emerging countries, offsets are a way to accelerate industry and businesses development. The main purpose of this study is to critically analyze the role of offsets and offset management within the aerospace industry. The study conducted thirteen (13) interviews with Offset Managers from most of the prominent firms in the prime contractor and supplier ranks. The key findings of this study indicate that prime contractors view offsets as a major issue for their firms but the majority of supplier companies do not have this view. Results show that offsets organizational structures follow a decentralized, narrow, and functional focus. Offset satisfying activities are well aligned to achieve the goals of the foreign governments that procure aerospace products. The study pointed out that suppliers are not fully engaged in the aerospace industry offset process. It also identified opportunities for improving offset practices in the aerospace industry. The study enhances insight into understanding buyer and seller alignment on the business and strategy; a long-term approach to the relationship; good communication and transparency; and having a single government agency responsible for offsets in order to avoid confusion, corrupt practices, and conflicting demands.
India is surrounded by the hostile neighbors. The need for defence of its borders has been on priority since independence. For this purpose defence production has to be upgraded to make it at par with the military power of other countries. The Long-term Integrated Procurement Plan of the government gives out the planned procurement right up to 2027. To meet this requirement internally, the industry needs a capital of more than Rs 50,000 crore over the next three years. The defence Public Sector Units (PSUs) are in no position to make this investment and the Indian private industry may not find this high risk investment lucrative enough. The Modi government, which came to power in 2014, aimed to bring more foreign direct investment (FDI) in different sectors. This process gave way to foreign investment up to 49% in the defence sector. This has now increased to 100% in 2016.The government " s decision to liberalize FDI rules for the defence sector could force Indian companies to relook at their plans as it will reduce dependence on the domestic original equipment manufacturers (OEMs). India " s decision to open its defence sector for 100% FDI is likely to result in more access to modern technology. The present paper highlights the scenario of FDI in Indian defence sector. It also exhibits the trends of FDI equity inflows The study reveals that FDI inflows in this sector have fluctuated from Rs. 2.36 millions in the year 2000-2005 to Rs. 6.40 millions in the year 2016 (up to September). The paper, in the end also dispels the myths associated with FDI in defence.
Corporate Influence on Indian Foreign Policy
Since 2002, the Brazilian Ministry of Defense has established an offset clause to every defense acquisition above USD 5 million. Namely, there must be an industrial, a technological or a commercial compensation in those purchases. This may be positive due to bonuses that the military may get. However, it can also produce negative side effects, e.g. it can upset the economical balance in international trade and increase the nominal value of acquisitions. We aim to evaluate this policy through the HX-BR program. We seek to analyze whether the compensatory policy reached its goals and its implications.

A partire dal settembre 2021 il blog dell’Istituzione Gian Franco Minguzzi ha ospitato una serie di interventi sul tema della partecipazione nei servizi di salute mentale, raccogliendo esperienze di tecnici, persone prese in carico dai servizi, familiari che svolgono percorsi associativi e partecipano agli organismi di rappresentanza nei servizi pubblici, provenienti da vari contesti nazionali. Il dibattito è stato aperto dal mio articolo “Partecipazione senza potere nei servizi di salute mentale”, a cui sono seguite le risposte di Benedetto Saraceno, Antonella Misuraca, Lucia Luminasi, Marie Françoise Delatour, Angelo Fioritti, Michele Filippi, Silva Bon e Renato Ventura. La replica che segue costituisce il tentativo di riprendere le questioni epistemologiche, di governance ed epidemiologiche aperte dalle esperienze di partecipazione ricollocandole sul piano più generale della crisi dei modelli di welfare, della responsabilità ecologica e della delegittimazione dei saperi tecnici. Il dibattito, che nei mesi precedenti ha registrato il coinvolgimento di professionisti e associazionismo a livello nazionale, mi ha dato l'opportunità per affrontare le questioni più politiche (e spesso sottaciute) poste dal rapporto tra la prassi basagliana, i movimenti degli anni '70 e le difficili condizioni dell'attualità.
