Defence Management and Security Analysis

A presente tese em por objetivo ilustrar como se dá o modelo conjunto - uma estrutura que compreende institucionalização, educação militar conjunta, assim como operações conjuntas, de modo a engajar as três forças singulares – por meio de uma abordagem híbrida, composta tanto pela discussão teórica e empírica quanto pela possibilidade de aplicação. Tomando por exemplo o caso britânico, o qual apresenta pioneirismo especialmente na educação militar conjunta, a construção da abordagem utilizada na presente tese perpassa por uma revisão compreensiva das abordagens sobre mudança organizacional e inovação militar, buscando demonstrar os limites das abordagens lineares e propondo uma abordagem sistêmica, demonstrando seu potencial de análise na visualização do processo de jointery e do modelo conjunto per se. Neste sentido, a teoria complexa e a estrutura de fractais são apresentadas como alternativa e, por meio de estudo de caso e process-tracing, buscou-se iluminar os parâmetros gerais para o estabelecimento do modelo conjunto dentro do espectro da Gestão de Defesa, tendo como produto um mecanismo de diagnóstico dos desafios nesta seara aplicável ao caso brasileiro. A tese de divide em cinco capítulos, os quais podem ser separados em ambientação, estudo de caso e aplicação da abordagem teórica inferida. Na ambientação, apresentam-se os antecedentes das operações conjuntas em termos de emprego, formação e suas respectivas intermitências, além de um quadro analítico prévio a respeito do Brasil em termos geopolíticos e de prospecção. No estudo de caso, aprofundam-se as análises acerca do caso britânico e dos fundamentos do jointery em sua raiz institucional, conduzindo às forças motrizes do processo e aos parâmetros gerais. Por fim, aplica-se o quadro diagnóstico ao caso brasileiro em termos de inferência de lições a serem aprendidas no recente laboratório de experiências instaurado nesta seara e, especialmente, como meio de condução ao princípio apregoado para esta modalidade de operações, o da interoperabilidade, demonstrando os desafios de gestão que se apresentam para este objetivo. Logo, visando agregar ao debate corrente de Estudos Estratégicos Internacionais e de Estudos de Segurança e Defesa uma perspectiva diferenciada em termos de abordagem teórica e análise ao elencar uma abordagem híbrida visando diagnosticar os desafios de gestão correntes e propondo uma agenda de pesquisas para as operações conjuntas no Brasil, questão recente e passível de amplo debate.

Orang boleh bilang apa saja tentang kinerja Presiden Susilo Bambang Yudhoyono (SBY) selama hampir 10 tahun masa pemerintahannya. Tetapi, yang tak terduga dan tak banyak dibahas para pengamat politik, SBY tampaknya akan mewariskan industri pertahanan nasional yang mulai bangkit lagi. Industri pertahanan ini awalnya sudah dirintis, sebagai bagian dari industri strategis, oleh Menteri Negara Riset dan Teknologi BJ Habibie di bawah pemerintahan Presiden Soeharto.

Los mares y los océanos siempre han constituido una importante fuente de recursos y, consecuentemente, de conflictos, siendo fundamentales para el desarrollo y la seguridad de las comunidades que dependen de ellos para su subsistencia… Así ocurre en la actualidad en muchos países del continente africano. Según este paradigma, la Estrategia Marítima Integrada de África 2050 constituye el apoyo y el compromiso institucional de la Unión Africana (y de África al completo) para este asunto, contribuyendo a largo plazo a reforzar el desarrollo y la seguridad marítima en el Espacio Marítimo Africano, lo que constituye, en nuestra opinión, una nueva dimensión para la seguridad marítima en África.

(ITALIAN): Le minacce transnazionali sorte dopo l’11 settembre 2001, impongono agli Stati di rivedere l’organizzazione e la politica di sicurezza. La difficile congiuntura economica e finanziaria, sopravvenuta nel 2008, obbliga i governi a tagli di bilancio, nell’ottica di maggiori risparmi ed efficienze di sistema, attraverso l’uso di strutture e mezzi comuni, e il coordinamento delle forze e dei servizi di sicurezza. Il dibattito sulla militarizzazione della sicurezza, mentre da un lato preoccupa il potere politico e la società civile, sembra essere l’unica risposta in grado di prevenire, e eventualmente intervenire efficacemente, in caso di attacchi e minacce globali. Si tratta di passare da una visione dualistica di sicurezza interna e difesa nazionale, a una visione monistica di national security. Il Portogallo, dopo la difficile fase seguita alla Rivoluzione dei garofani del 25 aprile 1974, che ha posto fine al regime dell’Estado Novo, ha aspettato 10 anni prima di mettere mano all’organizzazione della sicurezza interna, a causa degli abusi perpetrati dalla PIDE/DGS, e questa attesa ha permesso una serie di attentati terroristici tra il 1979 e il 1983. Già nel 1982, i militari sono stati esclusi dalla vita politica del paese, tramite leggi di riforma costituzionale. Alla luce del mutato quadro internazionale, e delle nuove minacce, le Forze Armate chiedono, in vista dell’approvazione dell’8° Revisione costituzionale, che vengano rimossi i paletti che ne impediscono l’utilizzo in caso di crisi, sottraendole altresì alla subordinazione al potere civile.

(ENGLISH): Transnational threats that arose after 9/11 require states to review their security policy. The difficult economic situation and financial obliges governments to to budget cuts, in order to achieve higher savings and efficiencies of system through the use of common facilities and resources, and coordination of forces and security services. The debate over the militarization of security, while on the one hand worries political power and civil society, seems to be the only response able to prevent, and if necessary intervene efficiently in the event of attacks and global threats. The issue is the transition from a dualistic view of internal security and national defense, to a monistic view of national security. After the difficult period that followed the Carnation Revolution of 25 April 1974, which ended the Estado Novo regime, Portugal waited 10 years before reviewing the organization of internal security, because of the abuses committed by PIDE/DGS, and this waiting led to a series of terrorist attacks between 1979 and 1983. Already in 1982, the military were excluded from political life of the country by laws of constitutional reform. In the light of the changed international situation, and of the new threats, the Armed Forces are asking, on the occasion of the 8th Constitutional Review, to remove the barriers which prevent their use in the event of crisis, subtracting the military from the subordination to the civil power.

Güvenlik; ülkeler, örgütler, kuruluşlar, özel sektör ve toplumun tüm bireyleri ile birlikte sağlanabilen bir olgudur. Ülkeler ulusal güvenliklerini ulusal güvenlik sistemi kurmak suretiyle sağlamaya çalışmaktadırlar. Ulusal güvenlik sistemleri ise Ulusal Güvenlik Strateji Belgeleri ile bütünleştirilmektedir. Literatürde, stratejik öneme sahip olan bu dokümanın içeriğinin nelerden oluşması gerektiğine yönelik sınırlı sayıda çalışma tespit edilmiştir. Bu bağlamda bu araştırmada, Ulusal Güvenlik Strateji Belgelerinin hangi ögelerden oluştuğu ve bu ögelerin birbirine benzer olup olmadığı incelenmiştir. Çalışmada, öncelikle güvenlik düzeyleri ve Ulusal Strateji Belgelerinin gerekliliği üzerinde durulmuştur. İkinci olarak bu özel alanda yapılan çalışmalara yönelik literatür taraması yapılmıştır. Üçüncü olarak internette yer alan 30 ülke ve 2 uluslararası örgüte (NATO, AB) ait Ulusal Güvenlik Strateji Belgeleri içerik analizi ile analiz edilmiştir. İçerik analizi kapsamında öncelikle söz konusu dokümanların bölüm, cümle, kelime sayıları ile en çok kullanılan kelimelerin neler olduğu belirlenmiştir. Bununla birlikte, araştırma kapsamında ele alınan ögeler analiz edilmiştir. Son olarak, içerik analizi sonuçları yorumlanmıştır. Elde edilen bulgulara göre araştırma kapsamında ortaya konulan tüm ögelerin günümüz Ulusal Güvenlik Strateji Belgelerinin % 50’sinin üzerinde kullanıldığı ve ilave bir öge olarak "Gerekli Yetenekler" ögesinin Ulusal Güvenlik Strateji Belgelerinin % 34’ünde kullanıldığı tespit edilmiştir. Ayrıca söz konusu dokümanlarda günümüz güvenlik ortamının ifade edilmesinde kullanılan yaklaşımlardan liberal yaklaşımın % 94 oranında kullanıldığı ortaya çıkarılmıştır. Diğer iki yaklaşımın ise Ulusal Strateji Belgelerinin yaklaşık % 50'sinde kullanıldığı görülmüştür. Çalışmada, elde edilen bu bulgular ışığında değerlendirmeler yapılarak, Ulusal Güvenlik Strateji Belgelerinin gelişimine yönelik yapılabilecek çalışmalar için öneriler sunulmuştur.

Abstract
Security is a phenomenon which can be ensured with countries, organizations, institutions, private sector and individuals of societies all together. Countries try to ensure their national security through establishing national security systems. National security systems are integrated with National Strategy Papers. In the literature a limited number of studies have been found on what the content of this strategically important document should be. In this context, this study investigates the elements which are used in the creation of Countries’ National Strategy Papers and whether these elements are similar to each other. In this study firstly security levels were explored and the necessity of National Strategy Papers was focused on. Secondly, a literature review was conducted on the studies in this particular area. As the third, National Strategy Papers from 30 countries and 2 international organizations (NATO, EU) which were collected via internet are analyzed through content analysis. Within the content analysis, the number of sections, sentences, words and the most used words in the abovementioned documents are defined. In addition to this, components which are set forth in scope of our research are brought under analysis. Finally, the results of content analysis are interpreted. According to the findings, all elements were used over 50 %. Also, as an additional item “Required Capabilities” were used in 34 % of National Strategy Papers. Moreover it is revealed that 94 % of all National Strategy Papers have been focusing within liberal approach on security environment. Furthermore, the other two approaches were used in nearly 50 % of the National Strategy Papers. In the light of these findings recommendations were proposed for the improvement of National Strategy Papers.

The end of the Cold War and the momentous events of 9/11 in the US triggered a series of global events. The balance of power, as it was known at the time, was irreversibly disrupted towards a new world order settlement. As in every system which is disrupted, the world order is expected to come to a status of balance once again. 1 In this world order re-settlement the European Union (EU) faces a number of challenges, including key issues pertaining to the ongoing transformation of the EU in the global arena in terms of foreign policy and security and defence policy (ESDP). The EU adapts to new world trends by reforming structures and building capabilities. 2 And despite the EU members' common understanding that development of the ESDP must be viewed in light of North Atlantic Treaty Organization (NATO) changes and the transatlantic relationship, there is solid evidence of a 'pre-division' political arrangement.

ABSTRACT: UNASUR and its Defence Council (SADC) were created under a promising
scenario of regional cooperation. Almost ten years later, a growing demand for regional cooperation arises, facing, however, low levels of political willingness from local governments. Through the lenses of structural and neoclassical realism, this paper suggests that the lack of support by governments, especially the Brazilian one, due to a change in how domestic ideas are developed, and a transformation in the regional balance of power, have contributed to these institutions’ quick  obsolescence.

The DEFEXPO was conducted in Chennai. While the intentions of making in India are indeed timely and laudable,  there  are miles to go in terms of converting intentions in to actionable programme by involving the researchers, academia, private industry, SME/MSME and more importantly ensuring that there are no bottle necks in the processes. India has for long been driven by bureacratic hurdles and the paper addresses some of  these concerns.
