ICT innovation

The main objective of this study is to develop a self-report instrument to measure pre-service teachers’ perceptions of the extent to which they experience the necessary support and training in order to integrate technology into classroom activities. The questionnaire items of this instrument were drawn up on the basis of a synthesis of 19 qualitative studies (Authors et al., 2012) and were reviewed by experts in the field. In order to study its reliability and aspects of validity, data were collected and analysed consisting of a sample of 688 pre-service teachers in Flanders (Belgium). The resulting scale showed highly satisfactory psychometric properties. Item response theory revealed a good fit of the measurement to a Rating Scale Model for 22 out of 24 items. The results also indicate that the items differ in their degree of difficulty. It seems that helping pre-service teachers to design ICT-rich lessons and providing adequate feedback can be considered more challenging for teacher training institutions. Recommendations are given regarding how the new scale can be useful for both teacher training institutions and schools in developing approaches to equip pre-service teachers with the competencies needed to integrate technology in teaching and learning processes.

Nowadays cities tend to become "Smarter", usually disregarding the issues of energy efficiency and sustainability. Therefore, optimizing energy use in a city remains a challenge and respective decision support systems are important to guide local authorities toward that direction. This paper provides a holistic approach presenting a Smart City Energy Assessment Framework (SCEAF) along with a specific web based decision support tool, the so-called e-SCEAF, which can provide local authorities with fruitful results for assessing the energy behavior and performance of their city. The tool merges heterogeneous information, such as clearly quantifiable energy related indicators, the related city policy context performance and the integration of smart infrastructure. This multi-source information fusion is based on the 2-tuple linguistic representation model of Herrera and Martínez. This particular model has been widely used in decision problems and was mainly selected due to the fact that it provides linguistic results that are accurate and easy to understand by the cities' local authorities. The performance, usefulness and effectiveness of the SCEAF framework and the e-SCEAF tool are tested on a real life application in three different cities, Savona (Italy), Sant Cugat del Vallès (Spain) and Zaanstad (The Netherlands). In this respect, the role of fusion methods and algorithms for merging multiple information will be evaluated in a "real life environment".

The use of ICT has grown and changes with increasing rapidity.  Its adoption can be related to not only multinationals corporations, but also SMEs (Maguire et. al., 2007).  ICT is seen as being critically important to the financial wellbeing of all organizations, and SMEs are able to use it to operate successfully in the global market place (Maguire et. al., 2007).

In public administration (PA) literature, there are a number of big questions regarding institutional and organizational factors. Competency formation, availability of resources and citizen empowerment [1] are among them. The importance of big questions must not rely on instrumentality; rather should focus on how and whether they have consequences and value for society [2]. The literature also questions "the paradox of publicness" [3, 4] by referring the "special status of public organization" claim of [5] and "publicness theory" of [6]. Given that public organizations have different characteristics with regard to operational processes and organizational structures operating in a particularized environment [7:6], they pursue different ends [5]. Replying to these big questions, we put forward public sector innovation (PSI) and co-creation of public values (PVs) as particularly important when contextual and conditional indicators are at the table. PVs and innovations in government may serve the government to reorganize PA as a whole through producing holistic and long-term strategies to enhance public service delivery system in a multi-actor-environment. For this we need a functional mediator, thus we employ information and communication technologies (ICTs). Through ICT-led tools, various and differentiated stakeholders can meet on a continuous base to frame the collective ground. For governments, ICTs may well be used to realize collaboration, coordination, and co-creation values that would alleviate some of the issues addressed via the big questions.

La educación como bien público requiere de innovaciones para impulsar la inclusión de segmentos sociales, de los desiguales y de temas en la enseñanza. Las políticas educativas internacionales y nacionales que imperan en la actualidad hacen alusión a la atención de la búsqueda de la inclusión educativa que permita brindar una atención integral de manera equitativa a todos los educandos a partir de estrategias innovadoras que generen cambios. De allí las dos vertientes paraguas de este volumen: Innovación e inclusión. El foco es el diseño de las políticas educativas y las estrategias consecuentes para su ejecución.
El libro Innovación e inclusión en educación: políticas y estrategias de implementación, contiene dos nudos temáticos y conceptuales: I. Innovación e inclusión en educación, y II. Estudios comparados sobre innovación e inclusión educativa. La mayor parte de los capítulos que se presentan en el primer nudo temático brega con innovaciones y comparaciones que favorecen el cambio en la educación; no hubo caso de alteraciones organizativas o pedagógicas que en lugar de mostrar progreso fueran disruptivas. Sin embargo, no se abandona el pensamiento crítico; también se documentan problemas y rezagos. Lo mismo con las relaciones de la segunda parte; se presentan casos que muestran que es posible tener éxito en programas y proyectos de inclusión, aunque también hay que vencer obstáculos y enfrentar desafíos considerables. El instrumental de la educación comparada, tanto para casos domésticos como para cotejos internacionales provee la envoltura conceptual del repertorio de estudios. El campo de la educación comparada e internacional tiene mucho que aportar. En la Sociedad Mexicana de Educación Comparada continuaremos con los esfuerzos.

Evidences have shown that most projects in developing countries fails at an alarming rate probably due to lack of consideration for critical success factors that are needed in the project management process. In this study, organisational culture is highlighted as one of these factors and its effect on the success of information communication technology infrastructure in three higher educational institutions in Nigeria, was examined. By making use of the cross-sectional survey, research data were elicited from 63 employees/project managers who are deemed as stakeholders to this infrastructure. From the analysis that was conducted, it was discovered based on the perception of these respondents that the ICT infrastructures in these institutions meets and surpasses expectations. Put in another way, these infrastructures may be classified as a success. Additionally, a positive relationship was uncovered between organisational culture and project success which means that project success may be improved by concentrating on manipulating the culture that prevails in an organisational environment. Having this in mind, recommendations were made for organisations to view culture as a veritable tool for enhancing project success.

Η ραγδαία ανάπτυξη των τεχνολογιών πληροφορίας και επικοινωνίας (ΤΠΕ) δημιουργεί προϋποθέσεις για σημαντικές αλλαγές στο χώρο της εξ αποστάσεως εκπαίδευσης διαμορφώνοντας μια νέα εκπαιδευτική πρακτική, την εξ αποστάσεως εκπαίδευση μέσω των ΤΠΕ. Στη μεθοδολογία της εξ αποστάσεως εκπαίδευσης εμπλέκονται ολοένα και περισσότερο τεχνολογίες όπως ο παγκόσμιος ιστός (World Wide Web), το ηλεκτρονικό ταχυδρομείο (e-mail), η επικοινωνία μέσω υπολογιστών (computer mediated communication), οι ηλεκτρονικοί πίνακες ανακοινώσεων (bulletin boards) και οι υπηρεσίες τηλεδιάσκεψης (teleconference). Οι ΤΠΕ συνδυάζονται με τα τεχνολογικά μέσα που χρησιμοποιούνται εδώ και πολλά χρόνια στην εξ αποστάσεως εκπαίδευση και δημιουργούν νέες δυνατότητες συνδυάζοντας την εξατομικευμένη (ή προσωπική) μάθηση με την ‘οποτεδήποτε’ και ‘οπουδήποτε’ μάθηση. Σκοπός της παρούσας εργασίας είναι να περιγράψει αυτό το νέο περιβάλλον εξατομικευμένης ηλεκτρονικής μάθησης στην αποστάσεως εκπαίδευση που περιλαμβάνει τρία συστήματα: ένα σύστημα διαχείρισης για την παροχή εξατομικευμένων διοικητικών υπηρεσιών και λειτουργιών, ένα σύστημα αυτό-αξιολόγησης του εκπαιδευόμενου και ένα σύστημα διανομής και παρουσίασης του εκπαιδευτικού υλικού στον εκπαιδευόμενο.
Ειδικότερα, στην εξ αποστάσεως εξατομικευμένη μάθηση διευρύνεται με ταχείς ρυθμούς η χρήση των ΤΠΕ λόγω της εξάπλωσης των δικτύων υπολογιστών και ιδιαίτερα του διαδικτύου. Οι ΤΠΕ εξασφαλίζουν τη γρήγορη μεταφορά διαφορετικών τύπων πληροφοριών (εικόνας, ήχου, κειμένου) και επιτρέπουν την αμφίδρομη αλληλεπίδραση μεταξύ εκπαιδευτή και εκπαιδευομένων μέσα σε ένα εξατομικευμένο μαθησιακό πλαίσιο. Ο Dix και οι συνεργάτες του (1998) κατηγοριοποιούν τα εργαλεία των ΤΠΕ που χρησιμοποιούνται στην εξ αποστάσεως εκπαίδευση ανάλογα με τη μορφή επικοινωνίας σε: α. ασύγχρονα εργαλεία που υποστηρίζουν την επικοινωνία και την ανταλλαγή απόψεων σε διαφορετικό χρόνο και β. σύγχρονα εργαλεία που υποστηρίζουν την επικοινωνία και την ταυτόχρονη αλληλεπίδραση σε πραγματικό χρόνο. Έμφαση θα δοθεί στις εφαρμογές ασύγχρονης τηλεκπαίδευσης οι οποίες αποτελούν ολοκληρωμένα πληροφοριακά συστήματα που ενσωματώνουν μια σειρά από υπηρεσίες του διαδικτύου και είναι γνωστές ως ‘πλατφόρμες’ με ειδική αναφορά στα πιο διαδεδομένα εργαλεία διαχείρισης μαθημάτων όπως το WebCT (Web Course Tools) και το Moodle (Modular Object-Oriented Dynamic Learning Environment, στα προσαρμοστικά υπερμεσικά συστήματα όπως το INSPIRE (Intelligent System for Personalized Instruction in a Remote Environment) και το ELM-ART, καθώς επίσης στην πλατφόρμα e-Class του ακαδημαϊκού δικτύου GUNet (Greek Universities Network). Οι νέες ΤΠΕ χάρη στις εφαρμογές ασύγχρονης τηλεκπαίδευσης διαμορφώνουν ένα περιβάλλον εξατομικευμένης ηλεκτρονικής υποστήριξης των εκπαιδευομένων μέσα από την ηλεκτρονική οργάνωση, αποθήκευση και παρουσίαση του εκπαιδευτικού υλικού και τη διαχείριση της εκπαιδευτικής διαδικασίας χωρίς τους περιοριστικούς παράγοντες του χώρου και του χρόνου παρέχοντας μεγάλες δυνατότητες επιλογών και περισσότερες ευκαιρίες ως προς τα αντικείμενα των σπουδών, τον τρόπο μελέτης και την επιλογή της μεθοδολογίας.
