The dramatic growth of World Wide Web (WWW) indicates that graphical and multimedia protocols on the Internet are gaining popular, wide-ranging acceptance. Such protocols are becoming the bases of new devices such as network computers (NCs) and information appliances, devices that are likely to widen the reach of the information superhighway. This paper discusses the equipment, software, and infrastructure factors that affect the possibility and quality of users' access to WWW. Based on an understanding of these factors, it is possible to develop categories of access ranging from threshold access to premium access. The paper offers a conceptual framework for understanding the technological aspects of access to the information superhighway and concludes with a discussion of the role of technological developments in affecting access.

Land-grant institutions are dependent on public funding to achieve their tripartite mission of teaching, research, and extension. The purpose of this study was to gather the perceptions and opinions of the University of Florida's Institute of Food and Agricultural Sciences' (IFAS) key stakeholders regarding its public value. The sample (N = 707) included community leaders and agricultural producers across the state. Nearly two-thirds had used IFAS programs or services and the majority reported being either very familiar or somewhat familiar with IFAS. Public value was measured using a constructed index. Results found that respondents who used IFAS programs or services provided a higher public value score than those who have not. Also, as respondents indicated higher levels of familiarity, the public value score increased. The type of respondent (i.e. producer or leader) was not a significant predictor of public value score. "This paper explores the relevance of Richard O. Mason's article, “Four Ethical Issues of the Information Age”, as applied to the MIS community today compared to when the article was written in 1986. My research concluded that Mason's concept that ethical issues involving the protection against threats to out human dignity, are applicable today in 2012. Comparing and contrasting the ramifications of the concepts of our rights to privacy, accuracy, property, and accessibility, from 1986 to today, I was able to discover several facets, especially with the technological advancements (e.g. profiling and NORA) occurring during the Information Age.
