Information Age

Abstract: As the world enters a new millennium, the U.S. military simultaneously enters a new era in warfare -- an era in which warfare is affected by a changing strategic environment and rapid technological change. The United States and its multinational partners are experiencing a transition from the Industrial Age to the Information Age. Simultaneously, it is fully engaged in a global war on terrorism set in a new period of globalization. These changes, as well as the experiences gained during recent and ongoing military operations, have resulted in the current drive to transform the force with network-centric warfare (NCW) as the centerpiece of this effort. This document describes how the tenets and principles of NCW are providing the foundation for developing new warfighting concepts, organizations, and processes that will allow U.S. forces to maintain a competitive advantage over potential adversaries, now and in the future. In sum, the report provides an overview of the ongoing implementation of NCW in the Department of Defense (DoD). A brief description of NCW, including its origins, its central role in force transformation, its tenets and principles, and an implementation strategy, are provided in Chapter 1. An examination of NCW as an emerging theory of war, its relationship to the four domains of Information Age warfare, the growing evidence of its benefits, and the warfighting advantages it can provide are examined in Chapter 2. Chapter 3 focuses on network-centric operations (NCO), including the relationship of NCO to the overarching Joint Operations Concepts (JOpsC), the NCO experience in Afghanistan and Iraq, the development of the NCO Conceptual Framework, and the conduct of NCO case studies. An overview of Joint and Service plans and initiatives to develop and implement network-centric capabilities and the growing investment in these capabilities by our allies and multinational partners are provided in Chapter 4

Scholars of political socialization are paying increasing attention to how the Internet might help cure the civic disengagement of youth. This content analysis of a sample of 73 U.S.-based civic Web sites for youth introduces a framework for evaluating Web sites' strategies for fostering active communication for citizenship. We offer the first systematic assessment of the extent to which a broad range of Web sites aim to develop young people's abilities to use information and communication technology (ICT) as a vehicle for civic participation and to engage with ICT as a policy domain that encompasses issues (such as freedom of speech and intellectual property rights) that shape the conditions for popular sovereignty online. The study finds low levels of interactive features (such as message boards) that allow young people to share editorial control by offering their own content. In addition, few sites employ active pedagogical techniques (such as simulations) that research suggests are most effective at developing civic knowledge, skills, and participation. We also find little attention to ICT policy issues, which could engage budding citizens in debates over the formative conditions for political communication in the information age. We conclude with suggestions for civic Web site designers and hypotheses for user studies to test.

This paper describes key concepts of composable FORCEnet, which is the US Navy's operational construct architectural framework for naval warfare in the information age. It describes the concepts and architecture, in several categories: 1) systems and general software engineering; 2) networks ; 3) intelligent software; and 4) network security. The engineering approach to implement FORCEnet is an example of rapid prototyping in which the requirements of the users reviewed periodically and frequently with considerable user input. This method, which captures and implement changes in user requirements, strongly supports the development of relevant and useful systems with up-to-date technology that will be responsive to the users' rapidly changing needs.

İkinci bölümde bilgi çağının genel bir değerlendirilmesi yapılmakta, yaşanan değişikliklerin gelecekte kariyer kavramını ve kariyer yönetimini ne şekilde etkileyeceği yönünde ipuçları aranmaktadır Bilgi çağının itici gücü olan bilişim teknolojilerindeki
gelişmelerin genel bir çerçevesi çizilmekte, bunların iş süreçlerini ne şekilde değiştirdiği açıklanmaya çalışılmaktadır. Üçüncü bölümde, geleneksel anlamda kariyer ve kariyer planlama yaklaşımları ele alınmaktadır. Dördüncü bölümde mevcut ve güncel liderlik

This paper traces the development of information and communication (ICT) within health care and the emergence of telehealth as a key component of modern health care delivery as health care moves from the 'face to face age' to the 'information age'. The paper examines the interface of ICT and nursing practice and highlights the limited evidence relating to the nursing contribution within telehealth particularly beyond data input and output analysis for other health care personnel. Additionally, the absence of research relating to the impact of ICT upon nurses and their working lives is identified. The paper concludes that nurses need to engage more fully with ICT so that they contribute to shaping the care system and emerge as leaders of the new care systems delivering future clinical activity.

This paper outlines the evolution of additive manufacturing technology, culminating in 3D printing, and presents a vision of how this evolution is affecting existing global value chains in production. In particular, we bring up questions about how this new technology can affect the geographic span and density of global value chains. Potentially, wider adoption of this technology has the potential to partially reverse the trend towards global specialization of production systems into elements that may be geographically dispersed and closer to the end-users (localization). This leaves the question of whether in some industries diffusion of 3D printing technologies may change the role of multinational enterprises as coordinators of global value chains by inducing the engagement of a wider variety of firms, even households.

The single most important event that has molded changes to welfare policy across the developed Western world in the so-called post-industrial nation state is the advent of computer technology and the World Wide Web in what has been dubbed the information age or knowledge-based society. This technology enables policy researchers to search the Internet for clues as to what is being done elsewhere and morph together policies with bits from everywhere as they see fit. Australia is no exception, and while historically it evolved a unique welfare system, in contemporary times, it increasingly bears the hallmarks of policy development in the United States and the United Kingdom, with whom it most identifies. For the most part, however, even in the face of economic globalization, welfare policy remains the province of nation-states, albeit influenced by international conventions and human rights charters. We believe that claims that globalized capitalism has reduced the nation-state’s control of its territorial boundaries are overzealous.

הוגים שונים עסקו לאורך השנים בהשפעת הטכנולוגיה על האופן שבו מוצא האדם את מקומו בעולם (Habermas, 2003; Heidegger, 1953/2008). ההתפתחויות הטכנולוגיות של התקופה האחרונה הינן בעלות פוטנציאל רב להשפיע על מיקומו של האדם ביחס לסביבתו. בעקבות קיצוניות השינויים והערעור על מקומו המסורתי של האדם בעולם יש אף המכנים את ההתפתחויות הללו כעידן ה"פוסט-הומניסטי" (Braidotti, 2013; Hayles, 1999; Pepperell, 2003) וולטר בנימין, כפילוסוף עם מודעות חברתית ותרבותית רחבה, אשר פעל בתחילת המאה, התייחס לאופן שבו הטכנולוגיה של ימיו, הצילום והקולנוע, משנה את אופן ההתארגנות של החברה האנושית, כלפי יצירת האומנות בכלל ומעשה היצירה עצמו בפרט )בנימין, 1939/1983(. בנימין מציג בכתביו עמדה מורכבת כלפי הטכנולוגיה אשר מאפשרת מימוש של הפוטנציאל האנושי היצירתי אך מאידך עשויה לנוון את הרוח האנושית עד כדי הפיכת האדם לבורג במכונה הפאשיסטית. אבקש במאמר זה לבחון את האופן שבו מאבחן בנימין את השפעת השינויים הטכנולוגיים של תקופתו על התרבות של זמנו. ולאפיין מה בהצעתו של בנימין עבור האדם המנסה להתמודד עם המציאות המשתנה של זמנו, רלוונטי לימינו אנו ועשוי להציע הסבר לתופעות תרבותיות שאנו נתקלים בהן כיום .

עידן האינפורמציה מתבטא בשינוי בשיח המדעי, החברתי והקונספטואלי: העתקת המוקד אל מידע והשימוש בו (תקשורת, מיחשוב, קידוד). זהו שינוי בתפיסה המדעית של העולם ובמערך החברתי, הכלכלי הפוליטי ואף הפסיכולוגי. הטבע נתפס יותר ויותר במונחים של מערכות אינפורמציה, והסוציולוגיה של העידן הפוסט-תעשייתי מתארת את תבניות ההשפעה של טכנולוגיות המידע על המערכות החברתיות, הכלכליות הפוליטיות והפסיכולוגיות. נוצר שדה סמנטי בו מינוחים ואובייקטים חדשים הינם בעלי משמעות רק בהקשר החדש בו עיבוד המידע, שמירתו ומסירתו הינם המרחב המטאפורי השולט. המומנט של חשיבה רוויית אינפורמציה צופן שינויים אפיסטמיים ואונטולוגיים מרחיקי לכת.
במרחב האמוני והמיסטי ישנם זרמים האמונים על אימוץ המערכת המושגית המדעית אל תיאור העולם ומקום האדם בו. תמונת העולם המדעית המודרנית מקבלת משמעות סמלית ואף קונקרטית, הן בזרמים השמרניים והן בתצורות החדשות של רוחניות. לשפה רוויית-האינפורמציה יש פוטנציאל מרחיק לכת במעגלים אלה, המתבטא בניצנים ראשונים של עיסוק באינפורמציה כשינוי אונטולוגי ואפיסטמולוגי, והמשפיע על אופי הגאולה האישית והכללית תוך נגיעה ביסודות גנוסטיים של ידיעה משחררת.
השילוב של הפיתוח הטכנולוגי, המדעי והחברתי בהיטליהם על העולם הרוחני, מניב שאיפות (וותיקות וגם חדשות) לכינון עולם – כללי ופרטי – ותיקונו. ההפנמה של האינפורמציה כאלמנט המכונן של המציאות (האנושית, הפיסיקאלית) נמצאת בלוז התנועות הטרנס-הומניסטיות השואפות לאלמוות. אלמנטים גנוסטיים מוצאים ביטוי מחודש בעידן הנוכחי, במרחב שכולו מידע  האמור להשתחרר אף מכלא הגשמיות גופא.
