    Tim’s wife, Caroline, was extremely unhappy with her brother-in-law. She called several of Tim’s friends to see if they had heard from him, but no one had. At about noon on Sunday, October 5, Caroline told Lou that she was getting scared and that she thought her husband was dead.

    The SSPD was a full-service police department, but Detective Ed Moore decided to call the New York State Police to help with the investigation. The NYSP was the only police department in New York with statewide jurisdiction.

    The Bureau deals with many different kinds of cases, from missing person cases to violent and serial crimes. It is one of the FBI’s main priorities to find missing or exploited children.

    In 1975, SSPD detective Ed Moore contacted Senior Investigator Jim Horton from the Troop G Bureau about Tim’s disappearance. He had been on the job since February 1978, and was promoted to senior investigator in 1990.

    Tim’s case was extremely confusing, as his wife, Caroline, had said he had taken off with another woman. But several of his siblings said they had seen him with another woman.

    After speaking with Caroline, Moore felt there was something wrong with Tim. He thought he had witnessed a crime, or knew something about someone, and was running from them. He suggested the FBI interview Caroline to see if she knew more.

    Jim Horton was a pragmatist when it came to police work. He knew more about homicide investigations, larcenies and missing person cases than most cops with the same time on the job. He took the job seriously and had a record of arrests, convictions and awards far surpassing most other cops.

    Evans was a criminal who had never worked a full-time job. He took pride in his work and tried to outdo himself with each crime. He spent every hour of each day planning and thinking about his next job.
