Tightness Testing Inspection (Leak Test Other Than Soap Bubble Method per ASME V @ 5-10 psi) After the test pressure is reached and before commencement of inspection of the system, the isolation valve between the temporary test manifold/piping and the piping/equipment under pressure test shall be closed and the test pump disconnected. If the drop in ambient temperature may cause the test medium to freeze during the test, appropriate precautionary measures must be taken to protect the equipment or piping systems. All flange joints and threaded joints are exposed and inspected for leaks using method approved by the operating organization. Pressure Test info & results are documented in SATR-A-2010. Note: Soap Bubble Test & "other" type tests use this form SAES-A-004 Para 8.1.2

Pressurization Requirements for Steam Systems (Leakage Assessment by Visual Exam, part of Commissioning) Steam pressure is adequate and available for Leakage assessment. Operations Engineering Unit has approved the test procedure & test pressure. Detailed instructions are available as pressurization will likely entail system valve actuation (automatic or manual). Control pressure rise: First stop = 50% of the test pressure 10-minute equalization with leakage assessment to follow (visual). Note: This is primarily a gauge evaluation exam. When initial test pressures hold, an initial check for leaks will occur. Any drop in pressure must be accounted for by close visual exam for leaks. After preliminary checks for leaks, increase the steam pressure in steps no greater than 20% of the test pressure with 10 minute holds at each step to visually check for leaks and weaknesses. Note: Never exceed system maximum operating pressures. Restrict approach to systems under steam pressure. See detailed safety precautions for visual exams/evaluation of steam leakage. See Attachment 1 (Safety during Leak Tests in Steam Serv). Test information & results are documented in SATR-A-2010. SAES-A-004, Sect. 5.7 SAES-A-004, Sect. 5.7

Attachment 1 - Safety During Leak Tests in Steam Service 1: Visual exams for steam leakage are extremely dangerous. Only experienced personnel perform exams. 2: Steam leaks are not spotted/seen at higher pressures. Danger! 3: Gauges should be match marked with tape/pen to identify slight pressure drops. 4: Steam leaks at higher pressures (verified by test gauge drops) require special care around flanges. These leaks are very often invisible, and are usually easily heard. 5: Techniques for personnel utilize operational controls and reduced pressures (for safety). A long broomstick handle making a 360 degree pass at periphery of flanges will verify a flange leak. 6: An Invisible high pressure steam leak can easily knock a broom handle from your hand or cut it in half. This is a dangerous.
Operators & Inspectors have been killed and seriously injured due to steam cuts (severed limbs & worse). There is no stupid safety rule, each one is written in Blood. Follow a careful plan for Insp & take necessary Safety Precautions to assure Your Safety & that of Others.
7: Gauges should be match marked with tape and pen to identify slight pressure drops. 8: LEAKS SHOULD BE FOUND AT LOW PRESSURE (AS VISIBLE) 9: SAFETY GEAR (GLOVES = HOT SURFACES, GOGGLES) OPERATIONS & COMMISSIONING TEAMS SHALL COORDINATE & LEAD REGARDING UNIT ACCESS, SPECIFICS IN PROCEDURE & ABOVE ALL, SAFE & CONTROLLED SYSTEM PRESSURIZATION PER ESTABLISHED OPERATIONAL SEQUENCE. ATTEND PRE-JOB MEETINGS FOR SAFETY & DISCUSS "LEAK TEST SAFETY".
