    InpreparationforthecomingGeneralElectionOctober2015,ZEChasannouncetocarryoutand
    supervisethevotersregistrationexerciseindifferentareasofZanzibartogivethequalifiedcitizens
    opportunitytoberegisteredintheVotersRegistrationBook.

    Theaimofthatprocesswhichwasannouncedtobeginon01.o6.2015atMicheweniDistrictandfinish
    on05.07.2015atSouthernUngujaDistrictwastoenablequalifiedcitizensinaccordancewiththelawto
    participateindifferentElectionsinthecountry.
    PeasedisturbingeventsandtheuseofPoliceForcebeganwhenregistrationstartedinUngujaIsland
    mainlyatNorthernUngujaRegion.

    Eventhough,theyhaveincreasedwhenregistrationbeganatMjiniMagharibiRegionwhentheother
    dayataround(2223June,2015).ZECiscontinuingwithregistrationofvotersatMagharibiADistrict
    whichincludesMfenesini,Dole,Magogoni,BukukuandMboniConstituenciesandfromtoday
    registrationisgoingoninMagharibiBDistrictatMagogoni,Mwanakwerekwe,Fuani,Dimaniand
    KiembeSamakiConstituencies.

    ContrarytotheConstitutionrequirementsanddifferentInternationalDeclarationsonHumanRightsof
    ZanzibarthroughtheUnitedRepublicofTanzaniahasagreed,theongoingregistrationiscoveredbyall
    kindsofactsagainsttherules,whichismainlycontributedbyillegalinterferenceofarmyforces
    includingthePoliceForcetheoneyouareleading.
    Amongtheeventsreportedincluded:

    Votersregistrationwascoveredbyactsofviolencecausedbytheuseofarmyforcesincludingthe
    PoliceForcewhosepolicemenhavebeenseentoobeyordersfromCCMpoliticiansbyenteringinto
    registrationcenters,arrestandevenbeattheregistrationagentsfromCUF.Forregistrationinstance,in
    somecentersCUFagentswhowereagainsttheviolatingregistrationprocedures,werearrestedand

    centerwastakenaway.
    AnotherCUFagentatthesameMtopepoCenter,Mr.AbdallahAliJumawasarrestedbythe
    policeanddetainedwherehewasseverelybeaten.Thisagentwastakenalsofromthe
    registrationcenterwhenhiswasdischarginghisresponsibilities.Becauseofthebeatinghegot
    fromthepolicewhenatcustodyheisinveryseverepain.
    PoliceOfficerstogetherwithotherSMZOfficershavebeeninterferingtheregistrationactivities
    byforcingpeoplewhoarenotqualifiedtoberegistered.ForexampleatDoleConstituencythe
    shekhaswereseenhavingalargequantityofZANIDsgivingtosomepeoplewiththeaimof
    beingregisteredintheVotersRegistry.ThoseIDswererecognizedbytheZECBVRs.Even
    thoughtheshekhasandsecuritygroupsincludingPolicewhowereroamingaroundthecenters
    continuedinstatingforthosetoberegistered.AtChuinicenter,MfenesiniConstituency,190
    IDswererejectedbytheseBVRmachinesbutshekhascontinuedtoinsistandforcethose
    peopleberegistered.Thatledtoargumentattheregistrationpointandthereforecitizenswho
    refusedthoseactionofnotfollowingtheprocedureswerebeatenanddetainedinpolice
    custodyandnotgrantedbail.
    Beatingpeopleanddetainingthemtogetherwiththosewhowenttobailthematthepolice
    stationsandrefusalofgrantingbaildonebythePoliceForcearetheweaknessesandgreat
    shameforaninstitutionvestedwithtrusttosupervisethelawenforcementsecurityofcitizens
    andtheirproperties.Somenamesareattachedherewith.
    Therearegroupsofpeoplewithfirearmstogetherwithlocalweaponswithordinaryclothes
    theirfacescoveredinNINJAstylehavebeenroamingaroundcentersandevenkidnappeople
    whilePolicemenpatrollingthecentersarewitnessingwithoutdoinganythingtoextentof
    makingusbelievethattheyareprotectingthemtodosuchcriminalacts.(WiththisletterI
    attachaphotoofthatgroupinthecar).(Today24,June)inregistrationwhichbeganat
    MagharibiB,thosepeoplearrivedatMwanakwerekweCregistrationcenter,
    MwanakwerekweConstituencyandkidnappedanoldladyFatmaAliYusufwholaterwasfound
    atMwanakwerekwePolicestation.
    KVZofficersescortedbyPolicemenusingthepolicecarattackedtheKiembeSamakiofficesat
    Chukwani,attackedantarrestedCUFleaderswhoweretheretoday(24June,2015).Among
    thosearrestedistheKiembeSamakiCUFCoordinatorMr.KassimAliHaji.
    WhendifferentCUFleadersincludingDeputyChairmanHon.JumaDuniHajiandtheDeputy
    SecretaryGeneralHon.NassorAhmedMazruicontactedDistrictandRegionalPolice
    Commanderstheywerenotgivenanysupport.

    ThiswayofPolicedischargingtheirdutiesevidencesthattheyhavebeensweptbythewindofworking
    forCCMinitsplantogoagainstthelawwiththepurposeofgoingagainstdemocracyinthecountryto
