The development of NC3 and NC8 fields is envisaged to be in complextype configuration. NC3 will
becomeahubcomprisingofaCentralProcessingPlatform(CPP)withlivingquartersandabridgelinked
WellheadPlatform(WHP).AnotherWHPistobeinstalledatNC8;itwillbetiedbacktoNC3viaaninter
fieldsubseapipeline.Thoughcompressionmaynotberequiredatthebeginningofproduction,theneed
for gas compression is anticipated after approximately four (4) years Hence the provision for future
compressionfacilitiesandmercuryremovalfacilitiesshallbeconsideredaspartofthisFEEDworkforthe
NC3CPP.

AnewsubseapipelineconnectingNC3andE11RCwillbeinstalledtodelivertheprocessedgasandthe
spiked dehydrated condensate. Due to incompatibility of this gas quality with the existing gas supply at
theriser,adedicatedmanifoldatE11RCmayberequiredtoaccommodatethistiein.Thisistoensure
that the gas from NC3 and NC8 fields do not contaminate the entire network to shore. As such,
modificationwillberequiredtoconverttheexistingTL6tobededicatedforgasfromNC3andNC8.
Thefuturetrunkline(TL7)mayberequiredinthefutureshouldTL6nolongerbefitforservice.
The processed gas and dehydrated condensate will be separated at onshore receiving facilities prior to
beingintroducedintoLNGPlantTrain9.

Thefollowingsectionsetsoutthegeneralrequirementsforthescopeofsupplyofthecarbonsteelline

3.1
UNITSOFMEASUREMENT
Unless otherwise mentioned, the International System of Units (S.I.) shall apply in this project
specification.
3.2
REGULATIONS,CODES&STANDARDS
The latest PETRONAS Technical Specification (PTS) shall be complied for the supply of the line pipes in
accordancewiththisprojectspecification.SUPPLIERshallberesponsibletoensurethatallworkscomplies
withthenationalorlocalcodesandstandards,FederalandStateGovernmentRulesandRegulationsand
recognizedindustrycodesandstandardswhereapplicable.Foranydeviation/conflictfromtheapplicable
rules,codesandstandards,theprevailingprioritieswillbeaccordingtothefollowingsequences:
a)NationalorLocalCodes/Standards
b)FederalandStateGovernmentRulesandRegulations
c)Thisprojectspecification
d)PETRONASTechnicalStandards
e)InternationalCodes
f)PETRONASCarigaliStandardProcedures(CSP)
NodeviationstotheapplicableCodes andStandardsareallowedandifanywaiver/noncomplianceare
absolutely required or in the event where a distinct advantage on schedule arises between PTS and
international codes and standards, SUPPLIER shall highlight this deviation/waiver/noncompliance for
BIDDER'sdecisionbeforeproceedingwiththework.BIDDER/COMPANYshallhavefinalsayinthematter,
anditsdecisionastowhichdocumentwillgovernwillbebindingontheSUPPLIERwithoutanyadditional
costandscheduleimpacttoBIDDER.
3.3
SUPPLIERSRESPONSIBILITY
SUPPLIER shall be responsible for the complete manufacture, fabrication, testing and supply of carbon
steel line pipes in accordance with the requirements of this project specification, PTS, government
legislationandregulationsandallapplicablecodesandstandards.SUPPLIERshallbefullconversantwith
therequirementsintheseapplicabledocuments.
IntheeventthatSUPPLIERsupplieslinepipe,equipmentorassociatedrawmaterialetcnotmanufactured
or fabricated by SUPPLIER, then SUPPLIER shall be responsible for ensuring that these line pipe,

SUPPLIER shall be responsible for ensuring all subcontractors, subsuppliers or other entitles which
SUPPLIERmayengageonthedesign,fabrication,testingandsupplyofthecarbonsteellinepipesarein
possession of and are conversant with the requirements of this project specification, PTS, government
legislationandregulationsandallapplicablecodesandstandards.
SUPPLIER shall be responsible for submitting to BIDDER and COMPANY all manufacturing procedures,
testing plans, inspection records and mill certificates etc to assist COMPANY in obtaining required
certificationtopermittheoperationofthepipelinesystems.
3.4
THIRDPARTYINSPECTOR/CERTIFICATIONAUTHORITY
SUPPLIER shall ensure that the Inspection Test Plan (ITP) includes all Certification Authority, COMPANY
andBIDDERsrequirementsforinspectionandtestingattherelevantwitnesspointsandholdpoints.
LinepipeproductionshallbecertifiedaccordingtoISO104743.1Cinspectioncertificate(equivalentto3.2
certificateofEN10204)asoptionand3.1Basbasecase.
3.5
QUALITYASSURANCE/QUALITYCONTROL(QA/QC)
SUPPLIERshallmaintainaQualityManagementSystem(QMS)inaccordancewiththeapplicableprovision
of latest ISO 9000 (SERIES), or agreed equivalent standard commensurate with the goods and services
provided. The SUPPLIER shall maintain the QMS for quality assurance and quality control, planned and
developed in conjunction with all manufacturing and application functions necessary to meet the
requirementsofPurchaseOrder.
SUPPLIERshallsubmitthequalitymanual,procedures&qualityplanstoBIDDERandCOMPANYforreview
prior to commencement of work. The Quality Plan shall demonstrate recognition of the quality
requirementsofthePurchaseOrderandanorganizedapproachtosatisfytherequirements.TheQuality
Planshallalsoensurethatqualityrequirementsaredeterminedpriortocommencementoftheworkand
subsequentlysatisfiedthroughoutallphasesoforderexecution
BIDDER and COMPANY shall be permitted access by the SUPPLIER to all manufacturing, fabrication and
inspectionareaspriortoorderawardandatanytimeworkisperformedfortheBIDDERandCOMPANY.
SUPPLIER shall be responsible for ensuring that all QA/QC requirements as specified in this project
specification, Purchase Order and all applicable documents are applied to all services provided by any
subcontractororsubSUPPLIERthattheSUPPLIERmayelecttoengage.
SUPPLIER shall be responsible for ensuring that all QA/QC requirements as specified in this project

PREFACE
PETRONAS Technical Standards (PTS) publications reflect the views, at the time of publication,of
PETRONAS OPUs/Divisions.
They are based on the experience acquired during the involvement with the design, construction,
operation and maintenance of processing units and facilities. Where appropriate they are based on, or
reference is made to, national and international standards and codes of practice.
The objective is to set the recommended standard for good technical practice to be applied by
PETRONAS' OPUs in oil and gas production facilities, refineries, gas processing plants, chemical
plants, marketing facilities or any other such facility, and thereby to achieve maximum technical and
economic benefit from standardisation.
The information set forth in these publications is provided to users for their consideration and decision
to implement. This is of particular importance where PTS may not cover every requirement or diversity
of condition at each locality. The system of PTS is expected to be sufficiently flexible to allow individual
operating units to adapt the information set forth in PTS to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use PTS they shall be solely responsible for the quality
of work and the attainment of the required design and engineering standards. In particular, for those
requirements not specifically covered, it is expected of them to follow those design and engineering
practices which will achieve the same level of integrity as reflected in the PTS. If in doubt, the
Contractor or Manufacturer/Supplier shall, without detracting from his own responsibility, consult the
owner.
The right to use PTS rests with three categories of users:

Subject to any particular terms and conditions as may be set forth in specific agreements with users,
PETRONAS disclaims any liability of whatsoever nature for any damage (including injury or death)
suffered by any company or person whomsoever as a result of or in connection with the use,
application or implementation of any PTS, combination of PTS or any part thereof. The benefit of this
disclaimer shall inure in all respects to PETRONAS and/or any company affiliated to PETRONAS that
may issue PTS or require the use of PTS.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual
arrangements, PTS shall not, without the prior written consent of PETRONAS, be disclosed by users
to any company or person whomsoever and the PTS shall be used exclusively for the purpose they
have been provided to the user. They shall be returned after use, including any copies which shall only

PART I INTRODUCTION
1.1
SCOPE
This PTS specifies requirements and gives recommendations for the manufacture and
supply of carbon and low-alloy steel linepipe. It replaces and provides an update to the
following documents:
PTS 31.40.20.30 Linepipe for use in oil & gas operations under non-sour conditions
PTS 31.40.20.31 Linepipe for use in oil & gas operations under sour conditions

(which were based on API 5L 40 edition)

PTS 31.40.20.35 Linepipe for non-critical service

(which were based on ISO 3183-1 2 edition and ISO 3183-3:1999 respectively)

The new harmonised API 5L 44 edition / ISO 3183:2007 standard describes two basic
levels of standard technical requirements for linepipe, in the form of two product
specification levels (PSL 1 and PSL 2). Level PSL 2 has additional mandatory
requirements for chemical composition, tensile properties, notch toughness and nondestructive examination.
For all applications previously designated as sour or critical PSL 2 pipe should be
specified. For non-sour or non-critical applications the specification level may still be
PSL 2, although in some instances the Principal may specify PSL 1.
In addition to the two product specification levels, a number of additional requirements are

covered by annexes to the API 5L 44 edition / ISO 3183 document. In particular;
Annex G - Pipe with resistance to ductile fracture propagation
Annex H - Pipe ordered for sour service
Annex J - Pipe ordered for offshore service
For liquid conveying lines, Annex G is not required, but for pipe for use in dry, lean natural
gas pipelines, Annex G shall be specified. Pipelines conveying rich gas, multiphase fluid,
or lean gas at very high pressures, may have a higher Charpy impact energy requirement
than specified in Annex G, and in this case requirements shall be specified by the
Principal.
For pipe that is ordered for sour service, Annex H should be specified.
For pipe that is ordered for offshore service Annex J should be specified.

It should also be noted that this document is based on API 5L 44 edition (rather than ISO
3183:2007) so the national amendments described in Annex N should be regarded as

applicable. The amendments to API 5L 44 edition made in Errata 1 (issued in January
2009) and Addendum 1 (issued in February 2009) shall also be regarded as applicable.
However, where this PTS calls for an amendment, this shall take priority.

Part II of this PTS gives amendments and supplements to clauses of API 5L 44 edition,
which are considered necessary to ensure pipeline integrity in conformance with
PETRONAS Group requirements.

This PTS is intended for use in oil refineries, gas plants, chemical plants, oil and gas
production facilities, and supply/marketing installations.
If national and/or local regulations exist in which some of the requirements may be more
stringent than in this PTS, the Contractor shall determine by careful scrutiny which of the
requirements are more stringent and which combination of requirements will be acceptable
as regards safety, environmental, economic and legal aspects. In all cases the Contractor
shall inform the Principal of any deviation from the requirements of this PTS which is
considered necessary in order to comply with national and/or local regulations. The
Principal may then negotiate with the Authorities concerned with the object of obtaining
agreement to follow this PTS as closely as possible.

General definitions
The Contractor is the party which carries out all or part of the design, engineering,
procurement, construction, commissioning or management of a project, or operation or
maintenance of a facility. The Principal may undertake all or part of the duties of the
Contractor.
The Manufacturer/Supplier is the party which manufactures or supplies equipment and
services to perform the duties specified by the Contractor.
The Principal is the party which initiates the project and ultimately pays for its design and
construction. The Principal will generally specify the technical requirements. The Principal
may also include an agent or consultant authorised to act for, and on behalf of, the
Principal.

8.
MANUFACTURING
8.1
Process of manufacture
Add the following:
Steel making and pipe manufacturing activities shall be controlled by a quality plan specific
to the purchase order. For PSL 2 pipe, qualification of the manufacturing processes shall
be determined from the results of first-day production tests, in accordance with Annex B,
unless otherwise agreed with the Principal. The Principal may also require that
qualification be undertaken on a limited production quantity before allowing unrestricted
production. Change of steel making subcontractor shall necessitate repetition of first-day
production testing. For PSL 1 pipe qualification of the manufacturing processes in
accordance with Annex B shall not be required unless specified by the Principal.

The angle of the weld mid portion probes shall be perpendicular to the weld
bevel 3. If the weld bevel is less than 15 (half aperture) the probes shall be
used in the tandem arrangement. For these steep angles the probe angle shall

Where retesting of suspect areas indicated by UT is performed with RT (E.4), and found to
be free of indications, the area shall be subjected to further UT. If the indication is
confirmed with the repeat UT and is not caused by geometrical features or acoustic
coupling conditions, then the UT indication shall be classed as a crack and the material
rejected.
