MINUTES
1. Introductory Chair Gary Ebling called the meeting to order at 7 PM. Elected
officials present were Kathleen Doran-Norton, Supervisor and Town Board Vice
Chair; Gary Ebling, Supervisor and Town Board Chair, Leif Knecht, Supervisor;
Le Ann Finger, Treasurer and Mike Piper, Clerk. Ebling invited all present to rise
for the pledge of allegiance.
3. Approval of Minutes from the May 8, 2007 Town Board Meeting MOTION by
Doran-Norton, second by Knecht, to approve the Minutes for the May 8, 2007
town board meeting. (Vote: Doran-Norton, aye; Ebling, aye, and Knecht, aye.)
5. Review of Claims Against the Township The clerk reviewed claims against the
township received since the last meeting of the town board. The claims presented
were paid
7. Public Comment (non-Agenda items) Mr. Larry Alderks complemented the road
crew for the excellent work done on Albers Ave. Mr. Bruce Morlan spoke
favorably about the work of the planning commission and mentioned that the
Dundas City Council and members of the Dundas Planning Commission will
attend a work session on Saturday, June 16, 2007 to review utility capacity and
growth of the city. Mr. Morlan who is a member of the Dundas Planning
Commission and Kathleen Doran-Norton plan to attend the meeting.
10. Eaton Ave et al. 2007 Road Improvement Project (old business) Knecht reported
that the surface preparation and blacktopping for this project was completed in
record time. The last task, placing gravel on the shoulder, is scheduled for
tomorrow.
11. Progress on Graveling and Dust Control of Township Roads (old business)
Dennis Brown, township road supervisor, reported that approximately 25% of the
graveling has been completed and that the dust control effort should begin,
particularly on Decker Avenue and Baseline Road. The source of gravel was also
discussed. If there is some difficulty in obtaining the required gravel from
Kielmeyer, the township will consider Gleason.
Doran-Norton asked whether the township would see a cost advantage in gravel
expenses by applying dust control. Dennis Brown said that any advantage coming
from a requirement to apply less gravel to a road that has been dust controlled,
would be used to place more gravel on 115th and 134th Streets
12. OPERA Project (old business) Dennis Brown reported that $5000.00 is expected
from the University of Minnesota to help pay for the shoulder gravel reclaimer
now mounted on the township grader.
a. Report from the Planning Commission Mr. Chad Marks, Mayor of Dundas
and member of the Bridgewater Planning Commission, recognized the
hard work of the planning commission and observed that the commission
members are proud of their efforts. Mr. Jeff Strempka, a member of the
planning commission, said that the commission used a “thoughtful
process.”
b. Letter from Huemoeller, Bates, Gontarek PLC dated June 12, 2007 to
Mike Piper Bridgewater Town Clerk RE: Bridgewater Township zoning
controls Mr. Bryce D. Huemoeller presented this letter, now on file, to the
clerk. The letter was read out loud by Knecht. When asked by Knecht,
Huemoeller said that he had no further comments.
c. Requests for information from Dean Gavin, dated May 18, 2007 and June
11, 2007 On the advice from Carolyn Braun, planning and zoning
consultant, and, upon her word, from attorney Peter Tiede, the clerk
delivered the following in response to these requests to Mr. Huemoeller:
The clerk was asked to deliver Ordinance 2007-02 and its Exhibit A (Zoning
Ordinance) to the Rice County Recorder, Rice County Planning and Zoning
director, the City of Dundas, and the City of Northfield.
Further, the clerk was asked to publish Resolutions 2007-02, -03, and -04. . The
clerk indicated that those Resolutions will be printed in the Northfield News and
the Faribault Daily News on June 16, 2007.
15. Applications for Building Official(new business) The clerk reported that Mr. Bob
Hegner and Mr. Benny H. Svien submitted applications for this position. The
board indicated that the two candidates will be interviewed at next Tuesday’s
(June 19, 2007) special meeting of the town board.
16. Future Meetings The Regular Monthly Meetings of the Town Board will be held
on July 10 and 24, 2007. The Town Board will hold a closed meeting on July 3,
2007 and work sessions on July 17 and 31, 2007. Work sessions are subject to
cancellation.
