About Us

General Administration is the Nodal Department for higher Civil Services i.e. All India Services and
Orissa Administrative Service (OAS Class-I and above). It deals with the entire gamut of personnel
management in the Government- recruitment, training, performance evaluation, promotion, discipline,
placement, service conditions and so on. Important institutions associated with the department
include Orissa Public Service Commission (O.P.S.C), Staff Selection Commission (S.S.C) for
recruitment; Orissa Administrative Tribunal for dispensation of justice to Government employees;
Gopabandhu Academy of Administration for training; and Vigilance Department for correctional
measures. The Estate functions of the General Administration Department are- Government Land
management in Bhubaneswar; Administration of Government residential and non-residential estates
and buildings located at Bhubaneswar and Cuttack, and other Capital Administration issues
connected with land. The Department has, under its oversight, Directorate of Aviation, which
administers the civil aviation facilities of the State Government- State planes, Aviation Training
Institute and airstrips in different parts of the State. To keep pace with rapid changes in the
administrative system, the Department has taken endeavour to implement administrative reforms by
introducing structural changes; rationalizing rules; regulations and procedures, creating databases
and using information technology.

citizen friendly governance.

To improve governance by facilitating adoption of cost effective innovative systems and processes by
Government Departments and developing partnership with all stakeholders including the Civil Society.

The Odisha Right to Public Services Act, 2012 has been notified in the Odisha Gazette on
1st November, 2012 and Odisha Right to Public Services Rules, 2012 has been notified in Odisha
Gazette on 7th December, 2012. As per Odisha Right to Public Service Act, 89 services have been
included in 12 departments. "The Odisha Right to Public Services Act, 2012" is being functional from
date. 02.01.2013 to provide all the notified services to the citizens within the stipulated time. Because
of this law, till march 16, 2015, 81,58,972 applications are received and from them, 64,92,667 have
been disposed. Further, for effective monitoring of all Public Services, this department have
implemented web based Central Monitoring System in all Designed Offices. Now applicants while
applying for notified public service are getting computerised acknowledgement.
