PurposeandScope
To define the mechanism to be adopted by the Projects Department for ensuring proper
planningofProjectactivitiesandachievingpracticalcompletionontime.EnsureallProjects
administration and construction activities are identified, planned and carried out in a
controlled manner. Ensure Project mobilization is achieved in a smooth and timely manner
andsominimizedisruptiontofutureconstructionworks.
EnsurethatExecution,monitoring,controllingandclosedoutfortheProjectsarecarriedout
asPlannedfortheproject.
Thisprocedureisapplicabletothefollowingoperations:
1.
AlltypeofProjectsjobscarriedoutinthesiteandtheinstallationatsites.
Safehandlingofproductstoensuresafetytoproductsandpersonnel.
Controlofmaterialreturnedfromsites.
Safetyofpersonnelinsites.
Identificationofproductstoestablishtraceability.

5.
PROCESS
5.1 InitiationofProject
Once the Project Notification MEMO is received by Projects department from Sales
department/Management, Project Manager will depute the Project Engineer/s for the
Project,whowillbecoordinatingwithvariousdepartmentsforsuccessfulcompletionofthe
project.
He will look into the contract financial agreement and will raise the invoice request
(PerformanceBond/bankguaranteerequest)accordingly.
5.2 Planning
TheProjectEngineerwillcreateaprojectplan/scheduleandProjectManagerwillensurethat
project is planned as per Contractual Requirements and communicate to all other
departments.
ProjectsDepartmentshallensurethatissuesrelatedtoProcurementandPurchase,selection
ofsubcontractors,deploymentofworkforce(allocationofworkforceaspertheprojectplan)
andexecutionatsiteareregularlymonitored.
AllnecessarycontractdocumentsshallbehandedovertotheProjectEngineer/Mangerupon
his nomination (Through Notification MEMO) by Sales Department/Management. Such
documentsmayincludebutnotlimitedto;

TheProjectManagershallstudytheaboveinformationandtheoverallconceptofoperations
for the project work and communicate all the above to the project staff through Kick off
meetingwithSales.
Project Engineer will prepare a drawing and document list and will issue a formal design
request (IMS PJD 02) to Design/Engineering Manager. Design/Engineering Manager will
reviewthelistandwillmodifyitifneededtoadd/removeanydrawingsasperrequirement
heanticipated.
The Project Manager along with the Project Engineer shall provide a master execution
program/projectschedule(viaPrimavera/MSProject/anyprogramprovidedbymanagement)
forthepurposeofprogramming,coordinationandfuturemonitoringofworkprogress.The
program should include all requirements related to the project activities required
contractuallyfromstarttofinish,includingpreandpostinstallation/erectingactivities(e.g.
engineering,procurement,mobilization,execution,projectcloseout,demobilizationetc.).
The Project Manager shall submit the project Schedule, PQP (if applicable), HSE Plan (if
applicable),Drawings,MethodofStatements,andEnvironmentalManagementPlan(EMP)if
applicable,totheconsultantandclientforapproval.
Copiesofdocumentstatedmustbecommunicatedanddistributedtoallrelevantfunctions
forthepurposesofsmoothexecutionofprojects.
The Project Manager and Engineers shall monitor the master program with a view to
procuring critical goods, materials or any subcontract order placement. Special attention
mustbegiventoprocurementleadin/deliveryperiods.Aprocurementschedule(includedin
Project Schedule) should be drawn up by the Project Engineer giving details of goods /
servicesrequiredandlatestorderdates.
MaterialandservicerequisitionsrelatedtotheprojectshallberaisedthroughMRF(Material
Requisition Form IMSPJD03) by project engineer with authorized signatory (MD/Project
Manager/FinanceManager)andalogtobemaintainedforallsuchrequest.
The project Schedule should be regularly monitored during the course of the project to
ensure that works are proceeding as programmed by Project Manager. Any deviations or
delaystotheprogressoftheworksasshownintheprogramshallbebroughttotheattention
oftheGeneralManagerforfurtheraction.
AmendmenttothebaselineofprojectScheduleshallbeforwardedtoConsultantandClient
in case of change in scope of work, addition and deletion of scope (variations) and force
majeure.

Whereworksarebehindscheduledprogram,ProjectManageralongwiththeProjectTeam
shalldevelopandhighlightthemethodstoManagementbringingbackthedelayedworkson

DocumentReview:
The Project Manager / Engineer shall review all documents and drawings received and
communicatetoallprojectstakeholders.
TheProjectManagerandEngineersareresponsibleforallsitemobilizationactivities.Priorto
mobilization, the Project Manager and Engineer should visit the site with a view to
familiarizinghimselfwiththelocationandsurroundingfacilities.
The Project Manager and Engineers shall study the project specification, drawings and
contractdocumentsandprepareaplanforexecutionworksinaccordancewithconstruction
industriesbestpractice.ThePlanisthensubmittedanddiscussedwithGeneralManagerfor
approval.ProjectManagerandEngineershallcoordinatewithDesignTeamandprepareasite
layoutplanwhichshallbesubmittedforconsultant/clientapproval.
The Project Manager and Engineer shall arrange for all necessary resources to be made
availableforsitemobilizationincoordinationwithvariousconcerndepartments.
The Project Manager and Engineer are responsible for ensuring that all required notices (IF
APPLICABLE) to Local Authorities have been placed or are being arranged so as to ensure
timelymobilizationandavoiddelayswhenconstructionworkcommences.
MaterialDelivery(SDRF):
TheProjectManagerandEngineershallarrangeInternalOrderEquipmentList[IMSPJD10]
includingtheElectricalLoadScheduleListpriortostartthematerialprocurements.
Project Engineer will issue a Logistics request form (LRF) [IMSPJD05] to the logistic in
chargeforallthematerialthathasbeenreceivedinMWstoretotransferthattositeforthe
installations.
AllsiteactivitiesshouldberegularlymonitoredandcontrolledbytheProjectManager.
Installation&ServiceTeam:
ConstructionDrawings(e.g.ISSUEDFORCONSTRUCTIONstamp)issuedbyDesign
DepartmentHead.

ProductionTeam:
ProjectManager/EngineerwillissuearequestforFabrication[IMSPJD09]totheProduction
Manager for any type of works needs to be done within the workshop. This form must be
accompanied by detailed fabrication/shop drawings stamped with ISSUED FOR
FABRICATIONandsignedbyDesignDepartmentHead.
Workmanship:
AllsiteactivitiesshouldberegularlymonitoredandcontrolledbytheProjectManagerorhis
delegated deputy for correctness of work practices. Prior to the installation, the Project
Department must submit construction drawings along with installation request to the
maintenance department for the work execution. Such instruction must be approved in
accordancewithDocumentControlprocedure(IMS/MW/IMP01).
PaymentValuations:
The Project Manager / Engineer shall value completed works, including offsite works and
materialsonsiteifallowedunderthecontract,atrequiredintervalsthroughouttheduration
of the contract and prepare a valuation accordingly for presentation to the Customers
Representative. A copy of each valuation should be given to the Finance Department for
followuppurposes.
5.4 VariationsinitiatedbyClient/ConsultantorbyMENAWater
All instructions received from the Consultant/Client must be reviewed by Project Manager
andwhereMENAWaterconsiderstheinstructionconstitutesavariationtothecontractthis
mustbehandledasdetailedbycontractspecialconditionsclauseandspecifications.
TheVariationUpdateslog(IMSPJD07)whichisusedtoidentify,notifyandtrackanyitem
thatmayresultintimeand/orcostimpactismaintainedbytheProjectManagerandSales
Manager.
5.5
MonitoringandControl
The Managing Director shall conduct meetings at monthly basis according to project
requirement,asapplicable,withallProjectsManager/teamtodiscuss.Thesemeetingsshould

TheProjectManagershallconductmonthlyprogressmeetingwiththeprojectstaff.Heshall
maintainaprogressreport.
TheProjectManagerandEngineersshallattendweeklyandmonthlyprogressmeetingwith
theconsultantandclient/projectstaffasperrequirement.Duringthismeetingtheprogress
and future short/long term requirements of the project will be discussed with a view to
ensuring that adequate resources are available / planned to enable continuation as
programmedoridentification.
TheProjectManagershallproduceareportoftheprogressoftheworksandsubmitthisto
theClientRepresentativeatthespecifiedintervals,ifapplicable.
Project Manager is solely responsible for entire site and has rights to remove or take
necessary action against inhouse subcontractors, external subcontractor or client
nominated subcontractors if they fail to deliver quality, environment or Health and safety
requirements.
5.6 QualityControl(InspectionandTesting)
Material inspection request [IMSPJD04] shall be issued by Project Engineer in case any
equipment/part/whatsoeverfabricatedoutsidetheMWfactory.Thisinspectionwillbedone
byinternalQCdepartment
Inprogressinspectionrequest,eitherinclientformatorinMWformat[IMSPJD05],shallbe
raised by Project/Site engineer and forward to the client for inspection and approval. A
properInspectionLogwillbemaintained.IncaseofprojectswhereQCEngineersarenot
fulltime,theresponsibilityofInspectionwillbeonProject/siteEngineertoobtainnecessary
approvalfromconsultant/client.ThePQPforms(ifapplicable)shallbeused.
5.7 ProjectCloseout
Commissioning:
Uponcompletionoftheworks,oratappropriatestageswherethereisphasedhandover,the
Project Manager / Engineer shall arrange for all necessary services to be commissioned.

Once successful internal commissioning has taken place client will be requested (as per
clientsprotocol)towitnesstheworksandforonwardshandingovertotheCustomerorhis
Representative.Suchhandoverandanysubsequentmaintenanceshouldbeundertakenin
accordancewiththecontractualrequirements.
Whenalltheworksunderthecontractarecompleteor,wherephasedhandoverisrequired
and the relevant phase is complete, the Project Manager and Engineer shall request the
Clients Representative to inspect the works as required by the contract specification and
Localauthorityregulations.Whereunsatisfactoryworksareidentifiedthisshallberecorded
as snags. Again, such elements shall be reinspected upon rectification. Records of the
snagginginspectionandreinspectionshallbemaintainedasperPQP.
When all works are complete to the satisfaction of the Client Representative the Project
Manager/EngineershouldformallyrequestaCertificateofPracticalCompletiontobeissued.
At such time the contractual maintenance period shall commence and contractual
maintenanceshallbecarriedoutinaccordancewiththecontractspecifications.
At the end of the maintenance period, upon successful completion of all necessary
maintenanceworkstheProjectManagershallformallyhandovertheworkswithnofurther
obligationtothecontractorandrequestthattheFinalCertificatebeissuedasappropriate.
TheInvoiceshallberaisedbyAccountswithreferencetoProjectCompletion/partcompletion
asrequestedbyprojectengineertimetotime.
Inspectionrecordsshallbemadeavailabletotheclientuponrequest.Theinspectionrecords
willindicatetheinspectionstatusandauthorityofinspection.
ProjectManager/engineerwillrequestdesigndepartmenttoissueasbuiltdrawingsofthe
plantusingthedesignrequestformat.
