Effective Security Management
1.0 SITE SECURITY PROCEDURE

1.1 Orientation
All personnel assigned to the Project are required to complete BP
site-specific Safety and Health orientation prior to begin work on the
job site. All employees will be issued a badge to demonstrate that
they have successfully completed BP site-specific Safety and Health

orientation and fully understand what is expected of them while
working on the project.
1.2
NCO Training
All personnel must attend BPs New Contractor Orientation prior to
work on the site. Training includes Security, Clean Room Protocol,
General
Policies,
Emergency
Response,
Hazardous
Communications, Injury Free Workshop, Clean room protocols,

General safety, flexible solutions, SIPP, Risk assesment , EEW,
DSL / SL Sign off procedures.
1.3
Badge Process
Worksite Entry Pass (WEP) badge shall be issue to all the
employees involve in this project.
Employees who have attended orientation and NCO session shall be
granted for the WEP badge producing with below listed required
valid documents:
Photocopy of Malaysia Identification Card (IC)
Photocopy with company verification stamping of Passport for
foreigner (required to produce undertaking cover letter)
Photocopy of CIDB card
BP EHS department deserve all the rights to reject the WEP badge application
in the event of failure by the applicant to fulfill necessity requirements.
Attempts to produce forgery and falsification documents or supporting evidence
shall lead to access disagreement and case shall be further to local authority, if
needed.

BP Contingence Worker (CW) badge application and process still

applicable for BP/Abbott staff and key sub- contractors stakeholder. BP
PMs authorized delegate person in the system with final verification by BP
PM.
1.4
Escorted Employee Access.
Those employees or supporting team which required to executed physical work

not more than Seven (7) working days required to be register as Temporary
employee. EHS nco lite checklist need to be obtained by contractor trades
Supervisor/EHS and verify and approved by BP EHS personnel. On-site NCO
LITE briefing is mandatory and escort person shall be fully responsible on the
persons who are subjected to be escorted.
1.5
Visitor/Vendor Access.
Applicable for those intended to visit the construction site or vendors/

supplier
who
anticipated
for
related
business
intention.
For
visitors/Vendors, strictly NO Physical work permitted and shall be

escorted fulltime by the BP and Contactor host . Visitor/Vendor Site Entry
form shall be fulfill by contractor incharge person and acknowledged by
BP Safety and Security Officer on duty. Contractor host required to brief
and make understand on the basic Do & Donts stated on the entry form.
Note: Badge shall be issued by security officer on duty as

identification of entry permission to the visitor/vendor which
valid only for the day.
1.6
Construction Vicinity
Generally, the entire construction site shall be categorized and
manage into two (2) different stages:
PPE Zone- Mainly covers all the worksite and entrance to the
worksite
NON PPE Zone- Site Office and pathways to the office, rest area,
caf, smocking zone and Medical intention room (1st Aid Room).
Note: Overall site PPE Zone mapping shall be posted at the main
entrance to the construction site.
1.7
Construction Site Entrance.

To enter Abbott Construction area, employees, visitors and
vendors required to access through existing -------- Post
access which shall be takeover by BP security
1.8
Access for Transportation Vehicles.

All the transportation vehicles drivers required to register their
vehicle and good detail at BP/Abbott security post.
Vehicles shall be park temporarily at the designated internal
parking lots while waiting for the registration.
Gate pass shall be issue to the vehicles which valid only for the
day.
Drivers required to hold valid driving license and appropriate
goods detail.
1.9
Access for Construction Vehicles.

Construction vehicles such as mobile crane, excavator, back hoe,
forklift, Road Roller and demolition Hydraulic Excavator need to
be register at security post.
Workers/Drivers must carry WEP or Temporary badge with full
safety gears before entering the PPE zone.
2.0
ENVIRONMENTAL, HEALTH AND SAFETY REQUIREMENTS
2.1
The scope of work covers the Subcontractor and all sub-contractors,

agents
or any person contracted or employed by him (the
Subcontractor) involved for the purpose of carrying out any repair,

alteration, servicing work, installation or dismantling of utilities machine
and building operation or work of engineering construction within the
premises.
2.2
The scope shall be exclusive to all other Company Policies and

Government Regulations which a Subcontractor must comply. It shall not
be regarded in any way as relieving the Subcontractor of its statutory or
common law obligations, or its own efforts to avoid accidents.
2.3
The Subcontractor must carry out all their work in accordance with BP
work procedures and requirement, statutory legislation, including but not
limited to:

These work scope do not exempt Subcontractors for their statutory duties
on Environment, Health, & Safety, but are intended to assist them in
attaining a high standard of compliance with those duties.
The Subcontractor shall provide documentary evidence concerning EHS

management systems, performance and making of the arrangement for
ensuring, so far as is practicable, safety and absence of risk to health in
connection with the operation.
The Subcontractor shall employ a competent person to act as a safety

and health officer at the place of work.
Subcontractor and his sub-contractors, agents or any person contracted

or employed by him (the Subcontractor) who performed the work at the
site shall displayed a valid Construction Industry Development Board
(CIDB) Green Card and or National Institute Of Occupational Safety
and Health (NIOSH) Malaysia Contractor Safety Pass and those with
invalid or without CIDB Green Card and or NIOSH Contractor Safety Pass
shall deny entry into the work site
The Subcontractor shall register the construction site with relevant

authorities including Department of Occupational Safety and Health before
commence of the work at the site.
The Subcontractor shall establish a safety and health committee in

promoting and developing measures to ensure the safety and health at
the place of work.

Subcontractors must ensure that his sub-contractors, agents or any

person contracted or employed by him (the Subcontractor) are adequately
supervised, trained, and instructed, and are supplied with all necessary
protective clothing and equipment. Subcontractor must also ensure that
Subcontractors employees are familiar with site fire, accident, emergency,
and security procedures and do not stray out of authorized work areas.

The Subcontractor shall responsible for making their own arrangements

for first aid facilities for his sub-contractors, agents or any person
contracted or employed by him (the Subcontractor).

All accidents must be reported immediately to BP EHS team as should

any dangerous occurrence, fire, or occupational illness. A copy of the
accident report/investigation must be provided to BPs EHS Department.

It is the responsibility of the Subcontractor to comply with any regulations

relating to accident and injury reporting accordance to Occupational
Safety and Health (Notification of Accident, Dangerous Occurrence,
Occupational Poisoning and Occupational Disease) Regulations 2004.
